Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA) NOAA Ship Okeanos Explorer, home ported in Newport, Rhode Island, is a public vessel owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations. The Okeanos Explorer is a converted US Navy T-AGOS vessel and was commissioned by NOAA as a research vessel in 2008. In 2022 the ship will be concluding oceanic exploration and research in the Atlantic Ocean before transiting to the Pacific Ocean for new projects. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number NM-AN2140-22-01429�� 22_XP_ Agent Svcs Panama Canal is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. The North American Industry Classification Code (NAICS) for this acquisition is 488310, Port and Harbor Operations; the small business size standard is $41.5 Million. Line items are as follows: Detail requirements for services to be provided by the husbanding agent while the ship transits the Panama Canal during the period of performance described below. Required Services to be Provided The contractor shall provide the following services under CLIN 0001: Husbanding Agent Provides, at least five (5) days before arrival, a complete listing of documentation required by all Panama authorities involved in the transit Provides, at least five (5) days before arrival, pre-arrival information on local area emergency services including law enforcement, fire, medical, environmental and associated contact points Provides, at least five (5) days before arrival, information on local regulations relevant to the crew, and on known security or health risks in the area 24 hour/7 day availability for phone communications within three (3) days of arrival Acts as single point of contact for all supplies and services to be received and handles all coordination, scheduling, subcontracting, invoicing and payments Compulsory Pilotage Pilot with internationally recognized qualification certified by port authority with local jurisdiction Medical Assistance Liaise with local principal hospital and other medical professionals as needed The vessel currently does not have a priority letter. (Ship will submit a request for one once schedule is confirmed). The vessel has 1 Non Cargo TEU. The vessel will be considered ballast during the transit. The contractor shall quote the following services under CLIN 0002: Customs & Logistical support to disembark up to 10 scientists Final number of scientists to be provided one (1) week prior to arrival. Disembark scientists in Balboa If disembarkation in Balboa is operationally prohibitive, can quote disembarkation in Crist�bal Launch service to disembark personnel and transfer to shore Customs/Immigration support, including any fees, for clearance of personnel to enter Panama within 4 hours of transport to shore. Provide transportation for personnel to Tocumen International Airport Quote per hour, mile, or equivalent rate to be used if destination is changed to local hotel in lieu of airport. The ship will arrive on the eastern side of the Panama Canal on or about 16-September-2022 and will begin transiting the Panama Canal westbound as soon as possible upon arrival, and will complete the transit and depart directly for sea on or about 17-September-2022.
