Description
The U.S. Army Corps of Engineers (USACE), Baltimore District intends to issue an unrestricted request for proposals (RFP) on or about 1 September 2022 for the Design-Bid-Build�construction of a new�32,000 SF two-story Class A building including site preparation, utilities, stormwater management�and a parking lot located at the US Customs an Border Patrol Advanced Training Center located in�Harpers Ferry, WV. Background:�This project is located at the Customs and Border Patrol�s Advanced Training Center (ATC) part of a noncontiguous 225-acre campus sited along US-340 which runs eastward towards the heart of Harpers Ferry and westward towards WV-9. The development area is split into two separate parcels of approximately 150 and 75 acres respectively. The Harpers Ferry Civil War Battlefield is located due east of the ATC and is separated from the site by a natural buffer area. The project site is located on the 150-acre parcel which has several existing facilities spread throughout a rolling terrain that generally slopes downward towards a creek along the western boundary. Project Description:�This will be a Design-Bid-Build project to construct a two story 32,000 SF building. The building construction will be a steel, concrete, masonry, and framed glass enclosure to provide to produce audio-visual training presentations and manuals for the United States Customs and Border Protection. This building will house production areas, classrooms, open office or �bull pens�, a green screen room, sound editing booth, collaboration rooms, conference rooms, and 158 parking spaces. Requirements will include utilities and storm water management.�Requirements will include utilities and storm water management. Work will also include: ? The installation of an elevator, a heating, ventilation, and air conditioning (HVAC)�system and controls to meet current energy criteria ? Electrical system, LED lighting ? Piston elevator ? Life safety, fire alarm annunciator panels and a fire suppression system All life safety work will need to be coordinated with the local authorities. ? Class A finishes ? Storm water management Environmental permitting will be obtained prior to contract award, the contractor shall be�required to coordinate all environmental work such as erosion, sediment control and�storm water management with the local authorities. ? Paving and landscaping Salient construction requirements: Miscellaneous Items: The contract will include the purchase and installation of Furniture and Equipment Civil work: - Stormwater and Erosion Control permits have been applied for however the contractor shall be required to register with the permitting agencies and follow their guidance. Structural work: - Micro pile foundation system (in lieu of shallow foundation) and thicker than usual reinforced floor slab. Mechanical work: - Split System refrigerant pipe routing to avoid potential issues with compressor oil return. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they�must perform at least 15% of the cost of the contract, not including the cost of materials, with their�own employees for general construction-type procurement. Should the acquisition be set-aside for�the 8(a) program, 8(a) firms are reminded that they need to have a bona-fide office in the�geographical area of consideration where the work is to be performed as determined by the U.S.�Small Business Administration.
