Description
SYNOPSIS The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for Willamette Falls Locks (WFL) Seismic and Safety Upgrades. REASON FOR UPDATE A DRAFT version of the solicitation is provided as an attachment for your review. The plans and specification in the draft solicitation are subject to change. Site visit information will be updated and provided at the time the solicitation is released. We anticipate advertising on or about 03 August 2022.� Project Scope: The project is located at the Willamette Falls Locks in Clackamas County, Oregon. This project will provide minimum repairs to reduce risks of an uncontrolled release of the Willamette Falls pool in the event of a seismic event and meets the constraint of maintaining the existing flow within the aquatic corridor near and around the Willamette Falls for Endangered Species Act related concerns. The gate monolith seismic retrofits will be accomplished with vertical rock anchors at a spacing and size to increase the downward force on the masonry layers. The increased downward force would increase the inter-layer friction to resist sliding while not adversely affecting the overturning capabilities of the monolith. Rock anchors will be installed for the concrete wall retrofit and will be the same as the anchors for the gate monolith retrofit. Contract Period of Performance: The estimated Period of Performance for this contract is October 2022 to January 2025. Magnitude of Construction: The estimated cost of the project is between $5,000,000 and $10,000,000. Set Asides and Codes: 100% Small Business set-aside, utilizing other than full and open procedures. The North American Industrial Classification Code (NAICS) for this potential requirement would be 237990, �Other Heavy and Civil Engineering Construction�. The related size standard is $39.5M. The Product Service Code (PSC) is Z2KA, Repair or Alteration of Dams. Acquisition Strategy: The solicitation will be a request for proposal (RFP). Best Value/Trade Off source selection process will be used in the evaluation of proposals. Evaluation criteria will be stated in the RFP. This acquisition will result in a single fixed-price contract. Proposal Period: The solicitation is scheduled for release on or about 06 June 2022. The tentative date for receipt of proposals is on or about 8 July 2022. Plans and Specifications: The Plans and Specifications be posted on the SAM.gov website once the solicitation is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of bids and prior to receiving an award. Point of Contact: The USACE-NWP Contract Specialist will be the primary point of contact for this action. E-mail responses to the Primary Point of Contact, Nicole Adams at nicole.a.adams@usace.army.mil. Email is the preferred method for receiving responses to this pre-solicitation notice. THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY THAT THIS SOLICITATION WILL BE POSTED ON FBO ON OR ABOUT 06 JUNE 2022. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS AND PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
