Description
This synopsis is provisional and for a pre-solicitation notification only. Solicitation 47PF0022R0057, a small business set aside procurement, is currently posted and expected to close August 1, 2022. If no viable offers are received the Government intends to proceed with a full and open procurement under Solicitation Number 47PF0022R0081. No solicitation is attached. A solicitation may be posted on or about August 2, 2022.� NOTICE FOR SOLICITATION: 47PF0022R0081 DESCRIPTION:� The General Services Administration (GSA), Great Lakes (Region 5), may issue a solicitation for the Duluth Federal Building and US Courthouse HVAC, Lighting & Sprinkler Modernization ProjectHVAC and general construction services at the Heaney Federal Building & U.S. Courthouse, 515 West 1st Street, Duluth, Minnesota 55802. The purpose of this project is to replace the ventilation systems.This work includes the phased removal and replacement of the� ventilation systems on the 1st, 2nd and 3rd floors.� The scope includes, but is not limited to, necessary abatement and mitigation of hazardous materials, replacement of air handlers, heating/chilled water piping, general construction modifications to support work, extended fire protection systems, electrical, lighting, upgrades to support the work, and ceiling replacement. The expected dollar range for this procurement is $5,000,000 to $10,000,000.� The performance period is 295 days upon the receipt of the on-site Notice to Proceed.�� The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and the total evaluated price. For this procurement, the technical factors will be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: Experience on Similar Projects - will need to provide (3) similar projects that have been completed in the past eight (8) years. Past Performance on Similar Projects - will need to provide past performance references for the projects submitted under Factor 1 - Experience on Similar Projects.� The contractor is to provide all management, supervision, manpower, equipment and supplies necessary for this project.� The proposed contract is being solicited on a full and open basis.� The North American Industry Classification System (NAICS) code for this procurement is 238220 (Plumbing, Heating, and Air Conditioner Contracting).�� The solicitation above can only be obtained by accessing the secure website, Sam.gov.� Sam.gov is designed to safeguard Controlled Unclassified Information (CUI) acquisition information and is fully integrated with other electronic Government initiatives.� Registration in Sam.gov is required in order to download solicitation documents and is used to validate vendor identity.� Contractors not registered in this system will be ineligible to download the solicitation and ineligible for an award.�� The Government reserves the right to make award on initial offers, but discussions may be held if appropriate. A pre-proposal conference and site-visit will be held in Duluth, MN approximately one week after the solicitation is issued. A link to the Pre-Proposal Registration Form will be included in the solicitation posting, and anyone interested in attending the pre-proposal conference shall complete the form and submit it no later than three business days� prior to the pre-proposal conference. Please note, we consider attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions or miscalculations in offers.�
