Description
The U.S. Army Corps of Engineers Detroit District intends to issue an Invitation for Bid to Award a single firm fixed-price construction contract to provide maintenance at the Marine Corps Reserve Center Battle Creek located at 101 Base Ave, Battle Creek, Michigan. �Work will include the removal of tree and brush vegetation on an existing Earthen embankment. Approximately 60 trees between 8� and 12� in diameter (DIA), 40 trees between 12� and 24� in DIA, and 5 trees between 30� and 36� in DIA exist in this region. The rest of the vegetation consists of trees smaller than 6� in DIA and brush. Tree stumps will be required to be ground down to 6� below the ground surface and all removed vegetation and chippings shall be disposed of offsite. Cavities in the embankment shall be filled with sand and compacted. Disturbed areas of the dam shall be seeded, and grassy vegetation established. Additional work for the project may include placing gravel along the north crest, grading around the inlet pipe, decommissioning the groundwater well, pump, and electrical accessories, and video inspecting the inlet and outlet pipes of the principal outlet structure. The contract may include relining the inlet (Option 1) and outlet pipes (Option 2) of the outlet structure if determined to be necessary. Decommissioning the groundwater and monitoring wells will include placing sand in the well casings, tamping it down in lifts, cutting off the well casing 3 ft below the ground surface, and then burying with sand. Decommissioning the pump includes removing the pump from the well casing and disposing of it in addition to removing the electrical panel and meter box equipment and the underground conduit going from the panel to the pump. The 5 electrical poles and 1150 feet of power lines present on the property and terminate at the groundwater well are owned by Consumers Energy and may need to be removed. The government intends to sole source electric pole removal to Consumers Energy. The tentative date for issuing the solicitation is on or about 29 July 2022. The tentative dated for a formal site visit is on or about 17 August 2022. The anticipated completion for the base and all options is to be completed by 30 November 2023 Your attention is directed to FAR Clause 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states �By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees�. The magnitude of construction is between $500,000 and $1 Million. This project is set aside for 100% for Small Business. The North American Industrial Classification System (NAICS) code is 238910 Site Preparation Contractors, with a size standard of $16.5 Million in average annual receipts. The bid opening date is scheduled for on-or about 29 August 2022. Actual dates and times will be identified in the solicitation. The solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available only electronically and via sam.gov.� Hard copy documents will not be supplied by the Government to any interested parties as a result of this solicitation.� In order for interested contractors to conduct business with the Federal Government, contractors must be registered in the System for Award Management (SAM) prior to submission of bid. Contractors can access SAM for free at www.sam.gov.
