Description
Replace High Voltage Switchgear; Project No. 630A4-10-441 at VA New York Harbor Healthcare System, St Albans Campus located at 179-00 Linden Blvd, Jamaica, NY 11425 The purpose of this amendment is to provide responses to Request for Information (RFI) and Questions RFIs and Questions responses are hereby included. Please see below for detailed information. Request for Information Responses 1. SF 1442 states All request shall be submitted at least one (1) day before the bid opening scheduled date. Please clarify what these requests are? R. If a firm wishes the Agency to send it a MS Teams invite, the request should be email to jean.paul@va.gov 2. The existing switch gear is to be removed completely. Please confirm there is no requirement for a temporary switch gear when construction work is going on. R. Per the contract documents, the existing switchgear shall remain and operational until the new switchgear is commissioned and operational. Contractor is to provide a 2000 KW generator. 3. Project drawings does not clearly indicate if the existing switchgear building must be demolished including the existing building foundation demolition, only structural drawing indicates new footings for new building. So please provide a detailed scope of the work for demolition including a demolition drawing and foundation drawings of the existing switchgear building. Does contractor have to demolish foundation of existing building too? R. Per Spec 01 35 26, section 1.7.C, SSHO has to be a separate qualified individual from the Prime Contractor's Superintendent and/or Quality Control Manager. Therefore, the Contractor's Site Superintendent cannot simultaneously perform the duties of SSHO. 4. Spec section 01 45 29 para 3.4 states 22 tests are required for Magnetic Particle Testing of Welds (ASTM E709) and 2 tests for Sprayed-On Fireproofing. Please confirm besides these (2) tests no other test are required, for example concrete, soil, etc. R. No other tests are required. 5. Spec section 02 21 13 is for Site Surveys. Please advise what types of surveys are required for this project? As contractor will have to hire a professional licensed surveying company. R. As noted in the summary section of specification 02 21 13, the contractor shall hire a professional licensed surveying company to create survey drawings, documenting the topographic and features of the ground and utility services. 6. Project drawings does not clearly indicate if the existing switchgear building must be demolished including the existing building foundation demolition, only structural drawing indicates new footings for new building. So please provide a detailed scope of the work for demolition including a demolition drawing and foundation drawings of the existing switchgear building. Does contractor have to demolish foundation of existing building too? R. Contractor is to remove switchgear building in its entirety including but not limited to, enclosure, foundations, equipment. Existing drawing E-3 from the ""Primary Distribution and Secondary Distribution"" project by Goldman-Sokolow-Copeland, dated 6-12-80 can be obtained from the VA. 7. As per solicitation 36C24222B0025_1 STATEMENT OF WORK (page 6) requirements state that Contractor Shall Install (9) rolling steel doors, (9) loading dock bumpers, and (3) hydraulic levelers. However, DWG C-9 shows only 6 loading docks. Please confirm the correct quantity of rolling steel doors, loading dock bumpers, and hydraulic levelers for the above reference project. R. Per the contract documents, there is only one designed overhead door. Loading dock bumpers and hydraulic levelers are not required for this project. 8. Spec section 05 12 00 para 1.5 states to have an AISC-certified erector. As this is not a ground up or bridge construction requesting agency to waive this requirement. R. The VA shall respond as to whether they will accept waiving AISC certification. However, we certainly recommend AISC certification as it guarantees a level of quality in fabrication and erection particularly where the fabrication and connections are critical in the integrity of the structure/frame. No waiver for the requirement. 9. Please advise if the new structural steel must be hot-dipped galvanized or painted? R. Steel to be unpainted to receive spray-on fireproofing, 051200, 2.4.A.2 10. Please advise if DDC controls are required for the new HVAC work? If yes, then please provide the detail drawings and specs. R. DDC controls are not required for this project. It will be thermostat controlled. 11. Please advise the name of brick manufacturer and type and size of new brick. R. Brick color is to match existing adjacent Pump Building #177. Submit samples to COR for review prior to purchase. VA to provide site standard brick size to match. 12. Please confirm applied fireproofing is required for new structural steel members only and not for new metal decking. R. Fireproofing is required for new structural steel members only and not for new metal decking. 13. Drawing SS101 states Existing switchgear building demolish after completion of new switchgear building and Abatement of old switchgear. Please clarify if existing switchgear must be removed and dispose of by a licensed asbestos abatement contractor? Also is there any hazardous material associated with the existing switchgear? If yes, then please provide the details. R. The existing switchgear shall be removed by the electrical contractor. There is no visible indication that there are hazardous materials associated with the existing switchgear and existing power conductors. A licensed asbestos abatement contractor shall coordinate with the electrical contractor to verify that is the case. 14. Please advise if the new reinforcement/rebars should be epoxy coated? R. New reinforcing is to be plain finish. 15. There is no finish schedule. Please advise if any finish flooring is required? Also Is painting required for new interior walls, ceiling, etc.? R. Refer to Specification Section 090600, ""Schedule of Finishes."" 16. Does the new overhead door have to be motorized? R. The new overhead door shall be motorized. 17. Need to know the location of the Utility Manhole on the property. Can this be marked out at the site. R. The location of the utility manhole is identified on plan view 2/drawing ES101. It shall be field verified and noted in the field. 18. During the site visit, there was only 1 Light Pole noticed to the left of the existing Switchgear Bld. The drawings show 2 of them to be relocated. The existing poles do not have any light heads mounted to them; they appear to only be supporting telephone wire. Can we get clarification that there is only 1 pole to be relocated? R. Per contract documents, only one site light pole is being relocated. One of the site light pole is indicated as the existing location. The other site light pole is the new location after the relocation. 19. Due to the current market situation of supply chain issues, there may be long lead time for new switchgear. Please confirm that if required agency will allow sufficient time extension. R. The Agency has considered the current state of the market. Consequently, the Agency has changed the Period of Performance from 300 Calendar Days to 400 Calendar Days to account for the Long Lead Items. 20. Whether the bidder is a Joint Venture, General Contractor, or Electrical Prime; please confirm a minimum of 2 similar projects are acceptable for past performance. R. A minimum of 2 similar projects is acceptable for past performance. 21. Spec Sec B 2 What information and coordination is needed form the contract to permit ""security arrangements"" R. It is the contractor s responsibility to security the construction site. 22. Spec Sect C 1 Please confirm and clarify how many weeks of unarmed guards are required for after construction hours R. It is the contractor s responsibility to security the construction site. 23. Spec Sect C 1 Please confirm the type, frequency of communication devices needed , which allows directive communication R. Contractor to identify the spec sect C 1. 24. Spec Sect C 3 Please confirm if (4) Four fixed camera are acceptable for systematic recording of guard rounds R. It is the contractor s responsibility to security the construction site. 25. Spec Sect D 1 Please confirm if keys are left in a temp site office and key to site office is given to COR - does this meet the requirement R. Contractor to provide keys to the COR. 26. Spec Sect E1 Please confirm if a thumb drive containing the electronic security memorandum is acceptable R. Thumb drive is not acceptable. 27. Spec Sec F 2, If 2 to 5 contractor vehicles are limited, please confirm the lot and / or staging areas for remaining vehicles R. Contractor will have access to the east parking lot. Space is based on availability. 28. Spec Sec M 2 Please provide the contact for pre-inspection of Fire alarm System R: AFA Protective Systems, Inc. Please provide As-Builts reflecting all Underground Utilities within the project lines R. Refer to response associated with comment 5. It shall be documented and provided to the VA for their use. 30. Please confirm X-raying must occur prior to any excavations. 02 21 13 3.3 R. Yes, x-raying must occur prior to any excavation to maintain the conditions of existing underground utility services. 31. Spec Sec 1.18 C VAMC Maintenance staff is not authorized to work on or service medium voltage switchgear, please confirm section c is not required R. Contractor to identify the specification. 32. Spec Sec 1.3 A&B Please confirm a Consultant is not required R. Contractor to identify the specification. 33. Spec Sec 1.8 A & B Please confirm if payment will occur via Tungsten and not via A G702/G703 R. VA to provide response. 34. Spec 01 35 26 Because of the Nature of the project please confirm if at least one OSHA 500/510 individual must be onsite, and all workers must hold valid OSHA 30 Certification R. Requirement is listed in Spec 01 35 26. 35. Please confirm if ABB, Eaton, Cutler hammer, Square D are all approved Switchgear manufacturers R. The listed equipment manufacturers are acceptable switchgear manufacturers for the project. Submit an equipment manufacturer that can meet the project schedule. 36. Please Address how the VA will address extraordinary lead times that are longer than the project duration R. The Agency has considered the current state of the market. Consequently, the Agency has changed the Period of Performance from 300 Calendar Days to 400 Calendar Days to account for the Long Lead Items. 37. Is a coordination study available? R. No. 38. Item 11 of page 1 of solicitation document indicate the project to be completed within 300 days from NTP whereas the present estimated lead-time of the 5KV switchgear lineup is around 40-45 weeks from the date of approval/release of order. We therefore request VA to revise the completion date to 450 days from the date of award/NTP. R. The Agency has considered the current state of the market. Consequently, the Agency has changed the Period of Performance from 300 Calendar Days to 400 Calendar Days to account for the Long Lead Items. 39. Bid drawing E-601 General Note 2 states that the Contractor is to provide & install 32000 of new 5KV, MV-105. #350 cabling. New cabling to shall replace existing underground building underground distribution cabling from MV Switchgear to each building. Please clarify whether there are spare duct/ducts available in existing underground MV system/manholes to accommodate the above new cables R. Contractor to field verify
