- This is a Sources Sought Notice for Generator Testing and Preventive Maintenance Services for the Detroit VA Medical Center in Detroit, Michigan. The contractor shall furnish all necessary labor, supervision, management, management support, transportation, supplies, equipment and materials necessary to furnish the following services. The services required are provided below and subject to changes should a solicitation be issued as a result of this notice. DRAFT STATEMENT OF WORK VISIT #1 Contractor shall furnish all tools, labor, and materials to perform a four-hour load bank test of eight Caterpillar 3508 generators. The load steps must be as follows: 50% for 60 minutes, 75% for 60 minutes, 100% for 120 minutes for a total of 4 hours for each generator. All load banks shall be located outside and not located under any overhang during testing. No more than two (2) cables shall be coupled together to reach from generator to load bank. Cam locks must be the method used to couple these cables. These cables must be connected to the generator by means of pigtail converting cam lock to a one-hole compression lug connector. These cables must be connected to load bank by means of cam locks. All terminations shall be checked with an IR thermometer periodically during testing to check for overheating. Contractor shall supply all electrical materials required and make all electrical connections under the supervision and direction of the COR. Furnish a written report containing readings of HZ, KW, Voltage/PH, Amperage/PH, Oil PSIG, Coolant Temperature, Ambient outdoor air Temperature, and Exhaust Temperature taken at 15-minute intervals during the entire test of each unit. Comply with all state and national codes. Coordinate testing with COR on site. Only one unit at either the north or the south station shall be permitted to be offline at any time. All scheduled work must be performed during normal working hours of 6:00 AM until 4:30 PM, Monday through Friday, excluding holidays or any day declared an official Federal Holiday. VISIT #2 Contractor shall begin immediately after completing visit #1. Furnish all tools, labor, materials, parts, and laboratory services to perform the following specified maintenance on eight Caterpillar 3508 generators: Maintenance Checks: 1. Radiator core for air flow 2. Antifreeze protection 3. Coolant level 4. Coolant inhibitor strength (add conditioner if required to update strength) 5. Radiator cap and seal 6. Coolant leaks 7. Lube oil level 8. Fan belt tension 9. Condition of all hoses 10. Hose clamps 11. Condition of flex fuel lines 12. Day tank float controls, solenoid, and main fuel pump operation 13. Fuel system for leaks 14. Cranking voltage drop 15. Battery electrolyte level 16. Battery voltage 17. Battery charger rate 18. Battery cables and connections 19. Flex exhaust couplings rain flashing 20. Turbo wheel for bearing wear 21. Terminal strip connections 22. Loose relays in control panel 23. Jacket water heater operation 24. Governor oil level 25. Governor linkage 26. Remote governor control operation 27. Air gap on generator 28. Collector rings and brushes 29. Oil and dirt buildup in generator 30. System for loose bolts, etc. 31. Crank termination time 32. Engine instruments 33. Abnormal noise or vibration 34. Exhaust characteristics 35. Louver operation 36. Crankcase blow by 37. Voltage and frequency 38. All switches in correct position 39. Drain water and sediment from day tank 40. Lubricate generator bearing 41. Clean engine crankcase breather 42. Lubricate fan pulley 43. Clean primary filter 44. Drain exhaust moisture traps 45. Inspect the turbocharger for end play and leaks Maintenance Services: (Note All filters shall be OEM filters) Change air cleaner elements, check seals, air cleaner indicators and air induction system Take oil sample and perform infrared analysis (performed by a Fluid Analysis Lab) Take fuel and coolant samples and perform analysis (performed by a Fluid Analysis Lab) Change lube oil and filters Change fuel filters Oil, fuel, and coolant samples taken will be delivered to the testing laboratory in a reasonable time, so the samples are not compromised. Care will be taken to store the samples as recommended by the testing laboratory until they are delivered. Operational Checks: 1. Recheck oil level while running 2. Recheck all fluid systems for leaks All maintenance, service, operational checks, and parts shall be performed and supplied per the manufacturer s recommendations by manufacturer-certified technicians. Contractor shall provide Load Bank and Maintenance reports along with all fluid analysis reports, within 7-10 days of load bank testing and maintenance completion. Used Oil Transportation and Recycling: Contractor shall be responsible for transportation and recycling of used oil, in accordance with Federal, state and local regulations including: Michigan Natural Resources and Environmental Protection Act 451, of 1994 as amended, Part 121 Liquid Industrial By-Product. Prior to transporting used oil from the property, the transporter must provide a shipping document describing the materials in accordance with above regulation for certification by the Detroit VAMC GEMS Program Manager or designee. The contractor shall arrange for the designated recycling facility to notify the COR, in writing, that the shipment(s) arrived at its destination within 7 days of the date the shipment left the facility. Michigan Hazardous Material Transportation Act 138. Prior to transporting used oil from the property, the contractor shall provide a copy of the Act 138 transporter s permit and registration to the COR for the approval of the GEMS Program Manager. During transport, the transporter must also be able to produce a copy of the Act 138 permit and registration, either via electronic record or hard copy, to DEQ staff or a peace officer when requested. Include the following information in your response: Capabilities Statement; Company name and address; SAM UEI number DUNS number; Socioeconomic size status (example: large, small, WOSB, SDVOSB, etc.); Point of contact information (name, phone, email); Whether a site visit will be required/requested; FSS or GSA contract number, if applicable. This Sources Sought Notice is intended to locate any business capable of performance. The anticipated NAICS Code for this requirement is 811310. This is not a Request for Quotation and quotes shall not be reviewed at this time. The Department of Veterans Affairs shall not be responsible for any costs incurred by the contractor as a result of this Sources Sought Notice. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to any particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
