Description
REQUEST FOR INFORMATION / SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs Network Contracting Office (NCO) 19, Rocky Mountain Acquisition Center (RMAC) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in, and the resources to support this requirement for Bird Waste Removal and Management Services for the Rocky Mountain Regional Medical Center, located at 1700 N. Wheeling Street, Aurora, CO 80045. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561710 Extermination and Pest Control Services. This is a request for information and sources only, which may or may not lead to a future solicitation! This is not a solicitation. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Contractor shall provide all labor, parts, supplies and equipment necessary to perform Bird Waste Removal and Management Services shall include but are not limited to: The contractor shall furnish labor, parts, supplies, personal protective equipment (PPE), and equipment necessary to remove bird waste, provide a pigeon control plan for VA review, and implement the approved pigeon control service located at the Rocky Mountain Regional Medical VA Medical Center, located at 1700 N Wheeling Street, Aurora, CO 80045 Technicians will complete a full dry clean-up for an enclosed area at the Building L, (ENC) rooftop approximately 25,000 SF to include all equipment surfaces and bases. Some surfaces may have appurtenances to clean such as, but not limited to, valves, ladders, bases, roof-flashing, cages, and cross-bracing to access and clean. Contractor will furnish all PPE, equipment, and supplies needed. Technicians will be in required PPE to include Tyvek suit, gloves, boot covers, eye protection, ear protection, and respirators. Technicians will be responsible for all costs associated with removal and disposal of deceased birds from the roof of Building L. Contractor must dispose of deceased birds off station. Under no circumstances will the Contractor be allowed to dispose of deceased birds by means of a receptacle located at Rocky Mountain Regional VA Medical Center. Contractor must electronically submit their plan of action to achieve all activities outlined in this scope of work no less than 10 business days before they plan on doing the job. Contractor must electronically submit their safety plan for approval no less than 10 business days after NTP (notice to proceed) is issued. Labor will be during normal business hours. Technician will require an escort to reach the rooftop of Building L. Total Clean-up Cost includes all labor, PPE, tools, and supplies. All tasks will have an infection control risk assessment completed for each visit no less than 10 business days prior to the work. The contractor will be responsible for providing any specific containment if necessary as well as removal and disposal. For the initial service the technician will install 4 rooftop feeders. Each month the technician will perform a site inspection for pigeons to determine the level of activity. The technician will refill the feeder, calibrate, and assure that the feeder is functioning properly. The technician will also be responsible for cleaning up scattered bird feed and informing the COR if there are any birds that need to be disposed of. Total scope of work is to remove the pigeon population using OvoControl or approved equivalent in the feeders. This process will take between 24 and 30 months to complete but might be extended at the discretion of the Contracting Officer. Provide a design diagram and site plan for locations of the feeders. Ensure dispensers are of robust design which limits the spread of loose feeder material. Work will be during normal business hours. Technician will require an escort to reach the rooftops and access the feeders. The Contractor shall not begin the work without prior coordination with the facility point of contact no less than 5 business days in advance. All coordination efforts must be in writing. All work is to be performed outside; infection control risk is generally not applicable, but the Contractor shall pre-coordinate this potential before the work with the Contracting Officer. Clarifications and exclusions: Permits for any hot work must be completed and approved by the VA Safety Manager before the work can commence. Storage is not allowed without prior approval of the VA point of contact or COR, but if permissible, must be maintained in a sanitary, environmentally compliant, weatherproof, and organized manner. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made.
