SOURCES SOUGHT SYNOPSIS USAF C-130 Landing Gear Solicitation Number: FA8203-22-R-RIM Procurement Type: Sources Sought Synopsis Title: Rim, Wheel, Pneumatic (NSN: 1630-01-587-4710) Classification Code: 17 � Aerospace Craft Launching, Landing, Ground Handling, and Servicing Equipment NAICS Code: 336413 � Other Aircraft Parts and Auxiliary Equipment Manufacturing Is this a Recovery and Reinvestment Act Action: No Response Date:�� 14 days from the day posted Primary Point of Contact:� Jushawn Ferrell Title:� Contracting Officer Email:� jushawn.ferrell@us.af.mil Phone:� 801-586-0068 The Government is performing market research to identify potential sources to supply the following Rim, Wheel Pneumatic Assembly: Currently, the government is aware of only one source capable of providing this NSN. The purpose of this Source Sought Synopsis is to conduct market research to determine if additional responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.� The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size standard of 1,250 employees. The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.� The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.� To be considered as a potential source for this requirement, a Contractor will be required to submit technical data, in response to this notice, verifying their capabilities to supply these items.� The Contractor will be required to verify to the Government that supplied items are within specifications. Respondents to this request will be retained in a file and subsequently provided a copy of the Request for Proposal (RFP) when issued.� Responding to this request in no manner guarantees a contract will be awarded to the respondent for these items. All information received in response to this announcement that is marked Proprietary will be handled accordingly.� Responses will not be returned.� In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the government to form a binding contract.� Responders are solely responsible for all expenses associated with responding to this announcement. IAW FAR 9.2 this synopsis constitutes notice that the Air Force has Qualification Requirements (QRs) for the repair of the item(s) listed below. This means a company must go through a source approval process. The qualification document(s) is JQR. The JQR is provided as a attachment with this synopsis. This is not a solicitation. This is not a request for proposal (RFP). 1. National Stock Number (NSN): 1630-01-587-4710 2. Part Number (P/N): 11-145 3. Noun: RIM, WHEEL, PNEUMATIC 4. Application: C-130 Landing Gear 5. Expendability, Recoverability, Reparability Category (ERRC) Code: N 6. North American Industry Classification System (NAICS) Code: 336413 7. Spares or Repair: Spares 1. JUSTIFICATION FOR ESTABLISHING A QUALIFICATION REQUIREMENT a. Criticality: Production of this Rim, Wheel, Pneumatic Assembly requires engineering source approval by the engineering support activity 417th SCMS GUEA in order to maintain the quality of the part. Failure to procure this Rim, Wheel, Pneumatic Assembly from a fully qualified source can result in structural or functional deficiencies that will degrade the mission capability of the C-130 and could cause loss of aircraft and/or crew. b. Complexity, Manufacturing Processes, and/or Material Considerations: Inadequate control of characteristics associated with machining and processing of this Rim, Wheel, Pneumatic Assembly can result in product structural or durability degradation. Close tolerance matching of components is required. Special care and attention is required for surface finish, assembly, and sealing of this Rim, Wheel, Pneumatic Assembly to assure compliance with specified acceptance test requirements. c. Form, Fit, Function, and Interface: The qualification requirements specified herein are necessary to verify the structural and/or functional integrity and/or fit, form, and interface of the Rim, Wheel, Pneumatic Assembly being procured. 2. REASON WHY QUALIFICATION REQUIREMENT MUST BE DEMONSTRATED PRIOR TO ANY CONTRACT AWARD a. Completion of the specified pre-contract award qualification requirements are necessary to assure the government that the offeror is capable of producing the Rim, Wheel, Pneumatic Assembly in compliance with the applicable technical specification/data within the schedule and economic constraints of our contracts. There are significant technical and schedule risks which can only be minimized by a completion of the requirements prior to contract award. b. Qualification Requirement Cost Estimate: Estimated likely costs for testing and evaluation, which will be incurred by the potential offering party to become qualified. c. Qualification Time Completion Estimate: It is the estimate of the engineering support activity that completion of this qualification effort should require 120 days. This is based on complexity of the Rim, Wheel, Pneumatic Assembly and other factors.
