INTRODUCTION This solicitation is to provide the Veterans Health Administration (VHA), Robert J. Dole VA Medical Center (VAMC) Emergency Management with Fifteen (15) LITTER CARRIER, WHEELED MANUAL PATIENT TRANSPORT with storage cases. The litter carriers with storage cases are needed to safely contain and allow transport of the deployable litter carriers as part of the facility s National Disaster Medical System (NDMS), Federal Coordinating Center (FCC) role in federal Patient movement function. 2. BACKGROUND Robert J. Dole VAMC Emergency Management serves as a Federal Coordinating Center (FCC) as part of the National Disaster Medical System (NDMS) in VHA s fourth statutory mission. The facility owns and uses FCC equipment to set-up a temporary triage reception center for personnel who have been displaced from healthcare system due to a manmade or natural catastrophic event. These litters are used to quickly remove and transport patients from air transport to triage area. Litters with cases will ensure that they are stored in a manner to protect the equipment, access the equipment in a timely manner, and transport the equipment quickly and safely during deployment to FCC site. Open storage of the litters is potentially detrimental to the equipment, introduces the likelihood of misplacement of equipment, and dissuades quick deployment of the equipment during disasters. Wheeled storage cases will allow the VAMC Emergency Management to store/move the litters easily and quickly (less manpower needed), protected from the elements, with all-in-one containment conducive to quick deployment in accordance with the facility s NDMS mission. 3. SCOPE OF WORK The contractor shall supply fifteen (15) Litter Carrier, Wheeled Manual Patient Transports with cases that are compatible with Talon, Raven, T3, and Medevac litters.
