Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 36C24122Q0779 and the solicitation is issued as a request for quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-05. (iv) This requirement is being issued as a total VOSB set-aside. The associated NAICS code is 333241 Food Product Machinery Manufacturing small business size standard 500 employees. (v) The Government intends to award a firm-fixed price, one-time service order for a Contractor to supply all parts, labor and installation to replace an ECO-650 dehydrator. Please see the attached Statement of Work and the Price Schedule below for full requirement details and pricing submission. Statement of Work (SOW) SCOPE OF REQUIREMENT The Department of Veteran Affairs, VISN 01, VA Boston Healthcare System due to numerous factors has a requirement for: Food Waste Dehydrator. The objective of this task order is to procure one (1) Food Waste Dehydrator. A new, properly functioning Food Waste Dehydrator supports 2022 strategic alignment priorities and principles, including VISN1 Safety and GEMS. The procurement of this equipment will align VA practices with community standards and correct any possible future regulatory violations. All the dehydrated food will be re-used as fertilizer for the patient vegetable garden and the hospital grounds, saving on fertilizer costs. Using the Eco650 Food Waste Dehydrator will also avoid potential costs associated with violations of the Massachusetts state commercial food material disposal ban. PLACE OF PERFORMANCE VA Boston Healthcare System 940 Belmont Street Brockton, MA 02301 1.2 HOURS OF OPERATIONS Delivery schedule shall occur from 7:00 a.m. to 3:30 p.m., Monday through Friday, excluding Federal Holidays. (vii) The Place of Performance is Food Service VA Medical Center Brockton Campus of VA Boston 940 Belmont Street Brockton, MA 02301. FAR 52.212-1 Instructions to Offerors -- Commercial, applies to this acquisition and any addenda to the provision. The full text of FAR provisions or clauses may be accessed electronically at http://acquisition.gov/comp/far/index.html. 52.212-2 EVALUATION COMMERCIAL ITEMS (NOV 2021) Award will be made to the best value, as determined to be the most beneficial to the Government. Please read each section below carefully for the submittals and information required as part of the evaluation. Failure to provide the requested information below may be considered non- compliant and your quote could be removed from the evaluation process. Quotes shall be evaluated under FAR Part 13.106-2(b) -- Evaluation of Quotations or Offers. Therefore, the Government will not determine a competitive range, conduct discussions with contractors, solicit final revised quotes, and use other techniques associated with FAR Part 15. Comparative evaluations of quotes will be conducted. The Government will award an agreement resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Submit the following documents (Follow these instructions): Price: Vendor will complete the Price Schedule in Section (v), with vendors proposed line-item prices inserted in appropriate spaces. Vendor shall list individual prices for all line-items above. Ensure your representations and certifications are complete in the System for Award Management (SAM) (https://www.sam.gov). Otherwise, you will need to fill out solicitation Clause 52.212-3 ""Offeror Representation and Certifications - Commercial Items and submit with the quote. Federal Acquisition Regulations require that federal contractors register in the SAM database at http://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Offerors are encouraged to ensure that they are registered in SAM and validated prior to submitting their quotation. This requirement is a VOSB set aside, and verification of socioeconomic status must be validated at time of award Via VETBIZ. Veterans Preference Factor (per 852.215-70): The Government will assign evaluation credit for an Offeror (prime contractor) which is a Service-Disabled Veteran-Owned (SDVOSB) or a Veteran-Owned Small Business (VOSB). Non-SDVOSB/VOSB Offerors proposing to use SDVOSBs or VOSBs as subcontractors will receive some consideration under this evaluation Factor.  For SDVOSBS/VOSBs: In order to receive credit under this Factor, an Offeror shall submit a statement of compliance that it qualifies as a SDVOSB or VOSB in accordance with VAAR 852.215-70, Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors . Offerors are cautioned that they must be registered and verified in Vendor Information Pages (VIP) database (http://www.VetBiz.gov). Verified SDVOSBs will receive a 5% price credit (e.g. if a SDVOSB submits an offer of $100.00, it will be evaluated as if it submitted an offer of $95.00). Verified VOSBs will received a 2.5% price credit (e.g. if a VOSB submits an offer of $100.00, it will be evaluated as if it submitted an offer of $97.5). For Non-SDVOSBs/VOSBs: To receive some consideration under this Factor, an  Offeror must state in its proposal the names of SDVOSB(s) and/or VOSB(s) with whom it intends to subcontract, and provide a brief description and the approximate dollar values of the proposed subcontracts. Additionally, proposed SDVOSB/VOSB Subcontractors must be registered and verified in VIP database (http://www.VetBiz.gov) in order to receive some consideration under the Veteran s Involvement Factor. If a vendor submits a subcontracting plan where it will be using a SDVOSB, it will receive a 3% price credit (e.g. if this vendor submits an offer of $100.00, it will be evaluated as if it submitted an offer of $97.00). If a vendor submits a subcontracting plan where it will be using a VOSB, it will receive a 1.5% price credit (e.g. if this vendor submits an offer of $100.00, it will be evaluated as if it submitted an offer of $98.50). Subcontractors: As a part of the Technical Quote, vendor will identify all subcontractors (including a list of all elements applicable to the utilization of subcontractors) to be involved in providing services to the VAMC. In the event of an inconsistency between the provisions of this Combined Synopsis and the Contractor's invoice, the provisions of this Combined Synopsis will take precedence. This is an VOSB Set-aside open-market combined synopsis/solicitation for Eco-650 dehydrator as defined herein. The government intends to award a Firm Fixed Price as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes, must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" quotes shall list exception(s) and rationale for the exception(s).
