N0016423RWM41 � SOLE SOURCE � SEWIP Block 2 Engineering Services, Spares, Repairs and Depot Stand-up � PSC 5865 � NAICS 325998 Issue Date: 18 July 2022 � Closing Date: 18 August 2022 � 3:00PM EST Naval Surface Warfare Center Crane (NSWC-CR) has a requirement for spares, engineering services, repairs and Depot Stand-up for SEWIP Block 2 Electronic Support Anti-ship Missile Defense System integration. The contractor shall deliver systems engineering, technical and management support services to NSWC-CR. This support encompasses analysis for engineering, technical, logistical and lifecycle support for the Block 2 and current field application. The requirement is for the contractor to provide required labor, engineering and technical support; materials, tools, equipment; test stations and fixtures; packaging, handling, shipping, and transportation (PHS&T); and resources to support AN/SLQ-32(V)6 installations, deployed system repairs, and sustainment of depot repair capability at NSWC Crane. The estimate is approximately 71% supplies and 19% services. Services are needed to support multiple requirements occurring concurrently in Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations. The government anticipates awarding a 5-year, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract in support of SEWIP Block 2. ��The period of performance for service orders will be based on scope of the service to be provided and the program need dates for the service.� Individual orders would then specify delivery dates or period of performances in relation to the requirements of those specific orders. The Product Service Codes R425, 5865, 5999, J019 and J058 are anticipated to apply to the planned procurement. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Lockheed Martin, Corp. (hereafter referred to as LMCO), CAGE code 03538, 497 Electronics Pkwy., Liverpool, N.Y. 13088, under the authority of 10 U.S.C. 2304(c)(1) [10 U.S.C. 3204(a)(1)], as implemented at FAR 6.302-1(a)(2), �Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is being solicited on a sole source basis as the developer and producer of the SEWIP Block 2 system under a competitively awarded contract, Lockheed Martin is the only source capable of providing the highly specialized services required to perform the services required for the Block 2 system.� All responsible sources may submit a capability statement or proposal, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
