- This Sources Sought Notice�/ Request for Information (RFI) is strictly for market research.� It is for informational and planning purposes and shall NOT be construed as a solicitation or as an obligation or commitment by the Government at this time. United States Patent and Trademark Office (USPTO) Regional Offices Move Services, has a requirement for move and relocation services for offices and conference rooms in support of 4 regional offices. The purpose of this Sources Sought notice is to determine the interest and capability of potential Small Businesses firms to meet this requirement defined in the scope below. SPECIFICATIONS/ SCOPE Background USPTO, Office of Administrative Services (OAS) plans and administers a variety of administrative support programs responsive to the needs of the workforce.� Our goal is to provide an environment that maximizes employee�s ability to perform their missions by delivering these services in a way that is customer driven, achieves the best value for our clients, and enhances the agency�s assets. USPTO has several geographic regional offices that directly support the mission of granting intellectual property rights to applicants and give our nations inventors, entrepreneurs, and small businesses improved access to USPTO resources.� These offices require routine move/setup services to support conferences and offices.� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �� Purpose The purpose of this requirement is to obtain contractual support for move and relocation services for offices and conference rooms when needed in support of USPTO�s 4 regional offices.� The service will provide the office with flexibility and help with relocation and reconfiguration. Scope Under this Blanket Purchase Agreement (BPA), the Government requires the contractor to provide the personnel, moving supplies, equipment, and vehicles, to facilitate the routine move, relocation, reconfiguration and other specific move-related services at USPTOs regional offices for the requirements defined below: 4.1 Task 1 � Moving Services �Relocation or moving of furniture as needed to accommodate a move request or event set-up or breakdown. Moves from office to office, office to storage, and storage to office are expected and possible breakdown and re-assembly of furniture may be required. 4.2 Task 2 � Project Management The contractor shall provide project management services for oversight of all call orders issued under this BPA. The contractor shall provide on-site management, coordination with the COR to review the space and tasks prior to the start date, obtain floor plans to include diagrams; along with specific room numbers and other pertinent information to complete the task, ensure clean-up of site and resolve any discrepancies. 4.3 Task 3 Various Furniture Relocations Modular furniture is defined as furniture that is comprised of elements that must be bolted together for support. Systems furniture is defined as furniture units that are supported by panels. Modular Furniture at USPTO: Modular: Various Modular furniture set-ups that are common in cubicle set-ups, and inter joining office/desk builds. The contractor shall have laborers/movers with experience in appropriately de-installing and reinstalling various types of office furniture, cubicle and modular furniture. The installers must have appropriate tools for the work at hand and must keep the site clean and safe to include materials to protect the floor, carpeted areas, and walls from damage. Any accidental damage to the existing site will be the responsibility of the contractor. Further, the installers must be able to safely rebuild the elements so that the furniture is fully stable upon completion, without risk to the employee. ����������� 4.4 Task 4- Packing Services ����������� Office packing when needed or when requested to accommodate a packing request for an office������ or workspace that shall include but not limited to: Packing of government items and property with an office or office space Packing of personal items from an office or office space. Removal and packing of framed picture and other hanging items. Packed in appropriate packing boxes. Storing packed boxes as per requestor�s direction within the scope of work. 4.5 Task 5- Special Projects ����������� Special Projects that may require work or assistance outside of normal activities.� May include working outside of normal working hours, additional personnel, storage requirements of associated government property for set amount of time, larger or smaller than normal work load and activities in association to current or future projects. ����������� Guidelines for Deliverables Any issues with deliverables shall be brought to the immediate attention of the COR, to include but not limited to deliverable delays.� All activities and associated deliverables shall be completed on or before specified and mutually agreed to due dates or in accordance with a later mutually agreed to scheduled date. Contractor personnel shall identify themselves as contractor employees (naming the contractor) providing support services under contract with the USPTO in any correspondence or communications with other government employees or outside entities to ensure there is no misunderstanding regarding contractor employee�s status as a non-government employee. Potential deliverables associated with this BPA/call orders and frequencies are listed below.� This list is not all inclusive of the deliverables that may be required on this project. Kick-Off Meeting � The Contracting Officer (CO) and Contracting Officer�s Representative (COR) will hold a remote kick off meeting within 14 business days of award to review and clarify the objectives, expectations from the government, and any questions from the Contractor. Progress Reports � The Contractor shall submit a weekly status report by close of business on the last working day of each calendar week to the COR.� The report shall contain applicable documentation to demonstrate the work completed in the prior week.� Examples of applicable metrics are:� the overall status of services, schedule for new activities, existing and potential problem areas, proposed resolutions, and associated timelines Period of Performance The Period of Performance shall be 12 calendar months from the date of award and will include up to four, one�year option periods, exercised solely at the discretion of USPTO. Place of Performance All work described herein under this BPA shall be performed at the following on-site location(s) unless otherwise specified by the government: � Detroit Regional Office 300 River Place South, Ste 2900 Detroit, MI 48207 � Dallas Regional Office 207 S Houston St, #159 Dallas, TX 75202 � San Jose Regional Office 26 S 4th St San Jose, CA. 95112 � Denver Regional Office 1961 Stout St Denver, CO 80294 Special Requirements Constraints Time constraints for emergency requests and access to certain locations within the building. Key Personnel Project Manager/Supervisor:� The candidate shall have a minimum of three years� experience in the administrative, technical, or in a related area of expertise (such as logistics, transportation, move management, or facilities supervisor in relation to office relocations and building management services). The Supervisor shall have the ability to successfully oversee ten or more workers. Operating Hours and Government Closures Contractor�s personnel are expected to work during the regional offices operating hours. �Detroit Regional Office: 9:00am-4:00pm EST Denver Regional Office: 8:30am-5:00pm MST Dallas Regional Office: 9:00am-4:00pm CST San Jose Regional Office: 9:00am-5:00pm PST *Please note the time difference and time zones for each regional office* Operating hours consist of an eight-hour daily work schedule, which begin no earlier than 0600 and no later than 1800 Monday through Friday.� Exceptions include federal holidays or when the government facility is closed due to local or national emergencies, administrative closings, or similar government directed facility closings.� Normal business hours may be adjusted to support after hours and weekend work.� USPTO observes the federal holidays as found and updated currently on the OPM website: �https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/ DEADLINE Responses due no later than 1:00 PM EST July 26, 2022 and are to be submitted by e-mail to kendall.jones1@uspto.gov. �(No Phone Calls Please) Note: As this notice is for market research purposes only, the USPTO reserves the right to accept responses after the deadline, but is under no obligation to include such responses in our market research or in developing our procurement strategy.
