Description
This is not a solicitation. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for informational and planning purposes only; and it does not constitute a Request for Quote (RFQ), nor a promise to issue an RFQ in the future. It is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. Proprietary information received in response to these sources sought will be safeguarded and handled in accordance with the Trade Secrets Act (18 U.S.C. 1905).� No determination as to the viability of this potential requirement has been made at this point, and there is currently no solicitation for this effort. By responding to this market research, you provide the Government permission to share your submitted capabilities and contract information with other Government organizations in relationship to similar requirements for market research purposes. SCOPE OF WORK The Department of Homeland Security (DHS), Management Directorate, Federal Protective Service (FPS) Law Enforcement Operations (LEO) requires information concerning the procurement, delivery and maintenance of protective crowd control fencing and associated accessories including the fence, toolbox, and gates (pedestrian and vehicle). Please respond to the following: TECHNICAL QUESTIONS: Company Profile Company Name Address with zip code Point of Contact Telephone Number E-mail address Unique Entity ID (SAM.gov) Describe the system that you are proposing for consideration. Cut sheets and brochures are acceptable.� At a minimum, include the following: How is your system constructed?� What materials are used in the construction of your system.� What is the reason why you decided to construct your system in this manner? The next few questions are based on a system constructed from metal. What is the corrosion protection on the material? What is the warranty for corrosion protection? What are the interval maintenance requirements on the fence and what intervals are specified (annual, bi-annual, after each deployment)? What mechanism is required (if any) to prevent the fence from being tipped over (outriggers, jersey barriers)? What is the storage requirement for the product based on dimension? What are the recommended storage environment parameters for the product, i.e., temperature, humidity? Based on past practices, how much time is required to erect the fence once it is deployed? What tools are required to deploy or disassemble the fence? Based on past practices, how much manpower is required to erect and disassemble the fence? What is the long lead time to manufacture and delivery constraints? What is the average weight of the products? Are there any ADA concerns? What do you consider to be the best industry practice(s) with regards to owning vs leasing the system?� Provide the reason why.� FPS is currently considering purchasing approximately 15,000 ln ft of a fencing system that could be deployed at multiple locations throughout the Continental United States (CONUS).� What would you consider to be the pros and cons of such a plan?� Please include any insights that you may have concerning cost and/or time considerations. Do you have or plan to have this system currently deployed at a location where FPS could go and observe the system? � Is there anything else that FPS should consider?
