Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FAR Part 13 procedures will be utilized. (ii) Solicitation W50S9F-22-Q-0014 is issued as a Request for Quotation (RFQ). (iii) All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, effective 26 May 2022, and Defense Acquisition Circular DPN 20220623, effective 23 June 2022. (iv) This RFQ is solicited as a Total Small Business Set-Aside. The NAICS is 238290 with a small business size standard of $16.5M. (v - vii) The 115th Fighter Wing, Wisconsin Air National Guard, has a requirement to replace damaged fabric and other components on the west hangar door on building 412 shelter D at Truax Field in Madison Wisconsin. See attached Statement of Work. A firm fixed price contract award is anticipated. A site visit is offered; see section (xv) Instructions to Offerors for details and registration. The following line items are anticipated: Line Item; Description/Quantity Item 1: Repair West Hangar door for building 412 shelter D by replacing the fabric and other damaged components. This includes any parts necessary for proper repair and operation of the damaged door. 1 EACH. (viii) The provision at FAR 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation-Commercial Items, is not included in this solicitation. The Government intends to award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. Determination of best value will include an evaluation of price, past performance, technical, warranty, and proposed delivery/completion schedule. (x) The offeror must include a completed copy of the provision at FAR 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Items with a quote, or be currently registered in the SAM website with Representations and Certifications completed. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Any additional clauses cited in FAR 52.212-5 are listed in section xiii. (xiii) The following additional agreement requirement(s) or terms and conditions were determined by the contracting officer to be necessary for this acquisition: Award will be made to the offeror who represents the best value to the Government as outlined IAW the criteria set forth within the solicitation (Section ix). No contract award will be made until appropriated funds are made available. Service Contract Labor Standards apply. See the attached wage rates that apply to Dane County, Wisconsin. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, the contractor shall submit their payment request electronically using Wide Area Workflow (WAWF). All applicable provisions and clauses are attached to his solicitation. (xiv) DPAS Rating does not apply to this acquisition. (xv) Quotes must be received no later than the time and date indicated on this RFQ. Quotes must be emailed to the primary point of contact shown with RFQ W50S9F-22-Q-0014 in the subject line. It is your responsibility to make sure your quote is received. Instructions to Offerors: 1. Quotes in response to this solicitation MUST include: a. Complete pricing for all items in the Statement of Work. b. A description of the offeror�s technical capabilities relating to this requirement, to include qualifications demonstrating that capability. This must include how the offeror will ensure that the equipment is operational to the manufacturer�s standards after completion. c. Relevant past performance information. d. The Offeror�s Unique Entity Identifier (UEI) and CAGE. e. A copy of the representation at FAR 52.204-26, or have completed the representation in the vendor�s SAM profile. f. Proposed delivery/completion schedule. 2. All contractors shall be fully registered in the System for Award Management (SAM) at the time a quote is submitted to the government. Offerors shall ensure SAM registration is active. 3. It is the interested vendor�s responsibility to check Contract Opportunities on SAM.gov for updated information. 4. A site visit will be conducted at Truax Field, 3110 Mitchell St, Madison WI 53704 on August 4, 2022 at 10:00 am CST. Information provided at this site visit, as well as answers to questions, shall not alter the terms and conditions of the solicitation. In order to attend, interested parties must pre-register prior to 3:00 pm CST on August 2, 2022. Register for the site visit by emailing both POCs indicated on this RFQ. When registering for site visit include First Name, MI, Last Name, DOB, Driver�s License Number and home address for all parties planning to attend. Include the RFQ number and solicitation title in the subject line. You will receive a confirmation indicating where to meet. Failure to do so may inhibit participation at the site visit. (xvi) All questions shall be in writing. Questions shall be emailed to the primary point of contact shown on this RFQ. Questions not received within a reasonable time prior to the response date may not be answered.
