- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, VISN 11 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or the following items listed below. The associated NAICS code for this medical equipment is 339113. The vendor, TRILLAMED, is a SDVOSB, located at 30100 Telegraph Rd, Suite 366, Bingham Farms, MI 48025. Description of equipment requirements: Like all health care facilities, the Ann Arbor VAMC is moving from the legacy VistA EMR and moving to an Enterprise Cerner EMR. This move will require legacy system to have their existing HL7 and ADT interfaces configured to communicate with Cerner. The Ann Arbor VAMC is planning to interface GE CARESCAPE physiological monitoring system to Cerner EMR. The GE CARESCAPE system will need a pre-production environment in perpetuity to test any patches/upgrades released from either Cerner or GE in a sandbox environment before promoting to production. This request is for that GE Carescape simulation environment & for fiduciary prudence will be utilized throughout VISN 10 for any GE Carescape sites. The contractor will furnish all labor, transportation, parts, test equipment, tools, and expertise necessary to provide, install and implement the GE Carescape simulation environment and the required software service to support the solution at Ann Arbor VAMC during the warranty period. This requirement involves proprietary GE software & hardware integration components, it is essential for the government to procure these items from the original equipment manufacturer of the existing system that will be integrated with Cerner. Documentation has been provided by the OEM that only TrillaMed is able to sell these products to Medical Centers. A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. Any opposition must be received by Friday, July 22, 2022 4PM EDT. This is not a Request for Proposal; this is a Notice of Intent to Sole Source requirement.
