Description

Data Warehouse (DWH) System Maintenance Service This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, using Simplified Acquisition Procedures for Certain Commercial Items per FAR 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations (FAR 13.5) are being requested and a written solicitation will not be issued. Solicitation number, as referenced above, is assigned to this procurement for tracking purposes only and is issued as a request for quotation (FAR 13.5) This solicitation incorporates provisions and clauses that are in effect through the Federal Acquisition Circular 2022-06 effective 05/26/2022 and DFARS Publication Notice 06/23/2022. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/ http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html The Government intends to award a single, firm-fixed price (FFP) contract, resulting from this Request for Quotation (RFQ) for a 12-month base with four (4) twelve (12) month option periods. This requirement is being solicited as 8(a) set-aside. All responsible sources may submit a quotation (FAR 13.5) which shall be considered by the agency. The North American Industry Classification Standard (NAICS) code is 541511. The small business size standard is $30M. The Naval Oceanographic Office (NAVOCEANO), Stennis Space Center, Mississippi has a requirement to procure DWH System Maintenance Support. This support includes the ability to sustain the current software, migrate software to new technologies as warranted by product lifecycle support dates, maintain cybersecurity compliance, and correct any issues preventing operational availability. The Performance Work Statement (PWS) contains Controlled Unclassified Information (CUI); therefore the document cannot be posted publicly. Interested vendors must request access to view the PWS. Requests must include the company�s CAGE code and Unique Entity ID. If the system does not allow inserting this information, please provide via email to the Point of Contact listed below at the time of submitting the request. The Government may cancel this solicitation at any time prior to award. Contractor shall provide Commercial and Government Entity (CAGE) code and unique identifier number. Contractor must be registered in the SAM at www.sam.gov and have a NIST basic assessment in SPRS. FAR 52.212-1, Instructions to Offerors � Commercial, applies to this acquisition. See Attachment A (RFQ) 52.212-1 addendum for additional instruction information. FAR 52.212-2 Evaluation � Commercial Items: The provision at FAR 52.212-2 is applicable to this solicitation. See Attachment A (RFQ) for 52.212-2 addendum or similar provision for evaluation information. Using Lowest Price Technically Acceptable (LPTA) Method of Evaluation of Offers. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this acquisition. FAR 52.212-4, Contract Terms and Conditions � Commercial, applies to this acquisition. See Attachment A (RFQ) 52.212-4 addendum for additional terms and conditions applicable to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items, applies to this acquisition. See Attachment A (RFQ) 52.212-5 for FAR clauses applicable to this acquisition. See Attachment A � Terms and Conditions for additional provisions and clauses. All additional clauses are incorporated as addendum to the solicitation and are consistent with customary commercial practices. Questions will close on 13 July 2022 at 3:00 PM CST.
