Description
�The Contractor (locksmith) shall furnish supplies and services described herein, to provide key cutting/core pinning, lock and safe container services at the Federal Law Enforcement Training Center, Artesia, New Mexico, as called for by the Contracting Officer or his/her designated representative. This agreement is in effect from 10/01/2022 through 9/30/2027 or until canceled as set forth herein. Experience: The Service Provider must be a qualified Locksmith and safe technician (hence referred to as Locksmith) with a minimum of 10 years of experience repairing, installing, manipulating and defeating, various types of locking mechanisms, locksets, panic/crash/fire locking hardware, and GSA and non-GSA safes/containers. Proficiency on a diverse range of commercial and residential hardware from Manufacturers to include, but not limited to, Onity, Best, Yale, Schlage, Falcon, Von Duprin, Corbin-Russwin, Arrow, Adams Rite, Sargent, Kwikset, Weiser, Master, Mosler, Sargent-Greenleaf (S&G), Mas-Hamilton, and Kaba Mas, as required. Must have GSA safe and container certification or will have certification within 120 days of receiving the BPA. Must pass security vetting. The government will provide the key software, code software, a stand- alone computer, automotive entry tool kit, and two key machines which are located on the Federal Law Enforcement Training Center, Artesia, NM. Services provided: The Contractor shall provide all labor, personnel, supervision, management, preparation, travel, equipment, tools, transportation, supplies, parts etc. required to provide troubleshooting, manipulation, impression, penetration, repair, replacement and installation of locks and safes to include, but not limited to, cylindrical and mortise lever and knob type locksets with various functions, exit devices, mechanical and electro-mechanical pushbutton and cipher locks, latches and latch plates, altering lockset function, key decoding and duplications, rekeying locks, master keying locks, changing safe combinations, installing mechanical and electro-mechanical combination locks on safes and doors (must have/will have a GSA safe and container certification). Supply miscellaneous locksets and parts, safe locks and parts and other miscellaneous locking parts, devices and equipment if not on site. Must sign a non-disclosure agreement. Locksmith must be registered in SAMS. Work will be evaluated within 24 hours by OSPR and all sub-standard work will be redone. Sub-standard work will be at the contractors cost. Warranty of work for one (1) year. Delivery: Details of the required services shall be provided by the Contracting Officer or authorized caller. Individual call limits will not exceed $3000. Categories for services identified by the Contracting Officer, or his/her designated representative are: Emergency: Service calls will be classified as Emergency when the work consists of correcting conditions that constitute an immediate danger to personnel or threaten to damage property. These service calls must be given the highest priority by the Contractor. The Contractor shall work�continuously without interruption and shall mitigate the lock problem causing the emergency condition before departing the job site. After receipt of an Emergency Service call, the Contractor shall be on FLETC property in-route to the job site: Monday � Friday, within 60 minutes. Nights, Weekends and Federal holidays, within two (2) hours. Weekends start at 4:00 PM Friday. Federal holidays start at 4:00 PM the normal work day proceeding the holiday. Both weekends and Federal holidays end at 7:30 AM the next normal workday. In the event of natural disaster, the contractor agrees to reenter the Center and provide locksmith recovery services at the earliest possible date. Routine: Service calls will be classified as Routine when the work does not qualify as an Emergency. The Contractor shall be on the job site working on all routine service calls. Routine service calls are anticipated on a daily basis: Monday - Friday within 2 hours. At all other times, within two (2) hours after receipt of the call. If the two (2) hour limit will be exceeded, it is the Contractor's responsibility to contact the Government representative to establish an expected time of arrival on site to provide service.
