- ********************AMENDMENT #005 ATTACHED BELOW******************* ********************AMENDMENT #004 ATTACHED BELOW******************* ********************AMENDMENT #003 ATTACHED BELOW******************* ********************AMENDMENT #002 ATTACHED BELOW******************* ********************AMENDMENT #001 ATTACHED BELOW******************* The Smithsonian Institution is seeking offers through this Request for Proposals (RFP) for the Construction of Pod 6 located at the Smithsonian Institution's Museum Support Center, 4210 Silver Hill Road, Suitland, Maryland 20746, as described herein and in the Construction Drawings and Specifications for MSC Construct Pod 6, SF Project No. 1630102. The Smithsonian Institution intends to award one Multi Year Funded contract.� Estimated cost range is between $85M and $95M.� This announcement is open to all businesses regardless of size. The contract awarded will be firm-fixed-price. The North American Industry Classification Code (NAICS) for this procurement is 236220. The Smithsonian Institution (SI) collections storage presence at the Suitland Collections Center (SCC) began in 1952. In 1983 the Museum Support Center (MSC) was added and consisted of four storage pods. Pod 5 was added at the east end of the MSC in 2007. The MSC also provided a circulation spine, referred to as the �Street,� research labs, office space, a central utility plant, a loading dock and other support spaces. In 2011, SI began a detailed project with Ayers Saint Gross to identify and strategically address the pan- Institutional collections space needs throughout its 2.1 million square feet of collections space at more than 35 properties. In 2014, the Collections Space Framework Plan (CSFP) was issued as a planning initiative that holistically looks at the Smithsonian�s collections space, future needs and management strategies to ensure its collections are preserved and remain accessible for current and future generations. Consequently, in looking to expand its investment and to plan for growth more holistically, SI commissioned the Suitland Collections Center Master Development Plan. Recently completed in 2020 the Master Plan incorporated redeveloping SCC and included the addition of Pod 6 on the west side of the existing MSC facility. The Pod 6 addition at the MSC is a joint effort between the Smithsonian Institution and the National Gallery of Art (NGA) who share similar requirements for collections storage.� Approximately 58% of the building will be occupied by the Smithsonian and 42% will be occupied by the National Gallery of Art.� The Pod 6 project can be considered a gateway project for realizing the 40-year SCC Master Plan. With the addition of Pod 6, the Smithsonian Institution will be enabled to fulfill the following goals: � Terminate costly lease agreements for storage space. � Relocate collections from at-risk spaces where catastrophic or imminent failure and/or life safety and other code compliance requirements cannot be met. � Relocate collections from basement storage in Mall buildings that have historically been susceptible to flooding. � Provide swing space to support renovations of Mall buildings. � Provide immediate decompression space for units that already have a presence at MSC in order to preserve existing adjacencies. The construction of the three-story Pod 6 will allow SI to house collections from the Hirschhorn Museum, the National Museum of Natural History, National Museum of American History and National Postal Museum with the goal of removing collections at high risk due to the condition of existing space and preserve existing adjacencies at MSC while reducing the number of off-site storage locations. The construction of Pod 6 will provide collections space for SI and NGA along with fully independent and redundant state of the art mechanical and electrical systems as well as independent security systems. The LEED Gold project addresses sustainability with a rooftop photovoltaic panel system and a geothermal field. Site work includes the demolition of the old Botany greenhouse and construction of bio retention ponds, new water tank and new road and parking spaces.� The facility will be constructed with precast concrete panels for exterior walls with finishes that are similar to the adjacent MSC structure. The completion of Pod 6 will allow Phase 1 of the 40-year SCC master plan to begin and will enable the Smithsonian to move a significant number of its remaining collections out of the aging buildings of the Paul E. Garber Facility in Suitland, Maryland, while also providing permanent state-of-the-art collections storage facilities for both the Smithsonian and the National Gallery of Art. All of the requirements which the successful Offeror must meet concerning this project are set forth in detail in the Contract Documents included with this Request for Proposal.� Upon the receipt of Technical and Cost Proposals and the selection of a successful Offeror, the Smithsonian Institution will execute a Fixed Price construction contract. It shall be the responsibility of the contractor to immediately notify the Smithsonian Institution if the target dates and proposed packages of work described herein adversely affect the Contractor�s Critical Path Schedule for the final completion date of this project. Contractors may propose an alternate schedule which illustrates the completion of the project in advance of the completion date. This RFP is intended to provide all Offerors with sufficient information to enable them to prepare and submit offers for technical and cost review and consideration by the Smithsonian Institution.� Offerors may, at their own expense, obtain drawings and specifications and the Scope of Work, the cost of which is nonrefundable. This solicitation neither commits the Smithsonian Institution to pay any proposal preparation costs nor obligates the Smithsonian Institution to procure or contract for construction or any other services.� It shall not be construed as authorization to proceed with or be reimbursed for any of the costs for any of the work specified herein. Funding for this construction project will be spread over Fiscal Year 2022, Fiscal Year 2023 and Fiscal Year 2024 (FY22, FY23 and FY24). The construction project will be partially funded in FY22, which ends Sept 30, 2022, and FY23, which ends Sept 30, 2023. The remainder of the project will be funded early in FY24 or when FY24 federal funds become available. The cost proposal should reflect the division of costs over the three fiscal years. The Smithsonian Institution may cancel this RFP without prior notice.
