Description
This is a Request for Information (RFI) (hereinafter Notice). This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor, a promise to issue a solicitation in the future. The purpose of this Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. A list outlining the required equipment and specifications is uploaded in order to review the requirement details. �The submission of pricing, capabilities for planning purposes, and other market information is highly encouraged and allowed under this RFI in accordance with (IAW) FAR 15.201 (e). Responses to this Notice will assist the Government in determining the appropriate acquisition method (e.g. set-side, sole source, unrestricted) and determining interest and capability of potential vendors for this type of requirement. In addition, responses to this notice will also assist the government with a buy versus lease analysis. The government intent at this time is to issue a single award. Information received will be considered solely for the purpose of making appropriate acquisition decisions to fulfill this requirement. If the Governments pending market research establishes reasonable expectation that two or more small business concerns will submit offers, the Government will set aside the underlying procurement for small business concerns. A determination by the Government to compete this action based on this notice is solely within the discretion of the Government. The Bureau of Engraving and Printing (BEP) has interest in acquiring the various material handling equipment identified on the attached Material Handling Equipment List and intends to conduct a buy versus lease analysis to determine the best acquisition method. To assist with its analysis, the BEP is seeking information from Vendors who can provide the equipment for purchase in new condition (under NAICS Code 333924) and/or Vendors who can provide the equipment as a lease (under NAICS Code 532490). Information pertaining to the lease: The BEP anticipates establishing a service contract with a twelve-month base period and four (4) twelve-month options with an option to buy the leased equipment, at the Government�s discretion, anytime during the lease period or at the end of the lease period. The following requirements apply to the lease of equipment identified on the attached Material Handling Equipment List: The equipment shall be new or used. Used equipment may not be older than five years and the equipment�s useful life shall exceed the term of the contract. � �The contractor shall provide equipment in accordance with BEP specifications. The Contractor shall deliver the equipment at start of contract and pick-up the equipment once term of contract is complete. � The Contractor shall service the equipment at manufacturer�s recommended intervals. The Contractor shall service the equipment based on service requests, and emergency repair requests by BEP. All equipment must be available for the entire lease period. The Government and the Contractor shall perform a joint inspection of the equipment at the time of delivery. Prior to acceptance, the Government and Contractor shall both endorse the Equipment Acceptance form. Vendor who wish to provide responses to this Notice for request of information regarding lease or purchase of equipment should include the following as applicable: Return the Material Handling Equipment list with your responses added to applicable columns, to include cost of leasing and/or purchasing of equipment. Lead time for delivering equipment upon contract inception. � All provisions of the leasing agreement (Time, responsibilities, etc.) Capability statement that demonstrates your firm�s ability to meet the above requirements. The capability statement should also include the following information: Identify if statement pertains to lease or purchase CompanyName Company Point of Contact: Name, Email and Phone # Company Unique Entity Identifier Applicable NAICS code, business size (i.e., small/large), company's socioeconomics (i.e., woman-owned, Service Disabled Veteran Owned, HUBZone, 8(a), etc.) Brief description of the capabilities of your company and the nature of the services you provide relative to the current requirement for lease or purchase of Material Handling Equipment. Email responses to this Notice shall be sent to the attention of individual listed above at specified due date.� This Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. All costs associated with responding to this Notice are solely at the responding party's expense.� The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this Notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement.� The BEP will not be obligated to pursue any particular acquisition alternative as a result of this notice.� Responses to the notice will not be returned.� Not responding to this notice does not preclude participation in any future solicitation, if one is issued. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). If so, respondents are solely responsible for properly marking and identifying such information within their response.
