This market research notice is being conducted by Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPOW) 124 E. Hwy 67 Suite 100 Duncanville Texas 75134. The Government intends to negotiate solely with Molecular Devices, LLC 3860 N First Street San Jose, CA 95134 for the acquisition of SpectraMax iD3 Multi-Mode Microplate Reader Installation Qualification and Operational Qualification services. 2. Background and Requirement: The Biomarkers core of the Center of Excellence for Research on Returning War Veterans located at 4800 Memorial Drive, Waco, TX 76711 has requested installation qualification and operational qualification of the existing SpectraMax iD3 Multi-Mode Microplate Reader from Molecular Devices. 3. Only Molecular Diagnostics is capable of fulfilling this requirement. To be confident this proprietary instrumentation will perform accurately, it needs to be calibrated and assessed by the manufacturing company and it s trained professionals. 4. Any responses to this notice are requested by 3:00 PM Central Time on Monday 25, July 2022. 4. Send responses to Frank Mendoza at Francisco.Mendoza@va.gov. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 17 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with Response to this Intent to Sole Source notice. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
