Description
1.Revised 6/29/22 to change Response Date from 8/1/22 to 7/28/22. 2. Revised 7/7/22 to add Additional Information after Scope Summary. 3. Revised 7/19/22 added 3 paragraphs to Additional Information. ***** This is a REQUEST FOR INTEREST ONLY! This request does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this request is to identify potential offerors for market research purposes only. ***** Request for Information (RFI) Savannah River Nuclear Solutions, LLC (SRNS), which manages and operates portions of the Savannah River Site (SRS) under a Department of Energy (DOE) prime contract, seeks information from parties capable of providing an Emergency Notification System. The SRS complex is located approximately 15 miles south of Aiken, South Carolina and is 310 contiguous square miles. The approximate number of employees at SRS is ~12,000. Our site includes multiple site tenants, including the Department of Energy-Savannah River Operations Office (DOE-SR) and the Savannah River Research Campus (SRRC) which is offsite. Scope Summary SRS intends to replace the current Emergency Notification System (ENS) also known as a Distributed Recipient Mass Notification System (DRMNS) and its associated infrastructure using a design build approach. We desire to utilize an integrated ENS that provides a robust, interactive, reliable, high-speed notification system that can send notifications to thousands of recipients. The system should provide an expandable emergency management platform, unified mass notification, in-building notification, and outdoor notification to the site population. The system should be able to integrate with multiple output channels/devices to include the following: site telephone system, public address system, desktop notifications, SMS, email, voicemail, digital signage, trunked radio system, site paging system, and social media. The system should be intuitive and an easy-to-use application that is initiated and disseminated through one click notification. Technical Support and training for different roles is required. Additional Information SRS is currently using RapidReach along with a couple of home-grown utilities (paging, fax server). The PA system is a Motorola based system, riding on top of a Trunked Radio System (RTS). The offered solution should be an On-Premise system installation, without the use of any cloud products nor services. Therefore, FedRAMP authorization is not required. The offered solution would be expected to meet all site cyber security requirements, which is based on DOE Order 205.1 requirements and various NIST SP 800 series. The SRS complex is made up of various geographical operating and administrative areas. The Savannah River Site Operations Center (SRSOC) will make all emergency notifications site-wide with the exception of Public Address (PA) system announcements. SRSOC does not have access to the PA system for all areas. Therefore, if the new ENS is required to physically interface with the PA system, roll-out may have to be done by areas. SRNS paging system is On-Premise. The ENS will interface with the SRNS paging system for sending SMS text notifications. SRNS uses Microsoft Outlook. The ENS will interface with Microsoft Outlook (On-Premise email) for sending email notifications. A supplier's response to the RFI does not guarantee they will be selected to participate in the RFP. Suppliers responding to this RFI shall include evidence of the following: 1. Phased approached solution which allows one area to be switched over to the new technology (one at a time), sample/typical implementation plans, redundancy and failover capability, record keeping, and technical support based in the U.S. 2. Capability to integrate with the existing Avaya Aura Communications Manager 3. Capability to integrate with the Motorola P25 Trunking system 4. Estimated license cost, concurrent users E-mail response addressing Items 1 through 4 above shall be submitted by 5:00 p.m. est. on 7/28/22 to Barbara McCarty at barbara.mccarty@srs.gov.
