Industry Day #2 - XM919 Individual Assault Munition (IAM) The Office of the Project Manager Close Combat Systems (PM CCS) is hosting a hybrid, in-person and virtual, Industry Day #2 on 30 August 2022 for the XM919 Individual Assault Munition (IAM) Program. This event is a follow-up to Industry Day #1 (Special Notice: W15QKN-21-Z-0GB9) which was held on 20 April 2021. � The XM919 IAM is defined as a single-shot, disposable, Shoulder Launched Munition (SLM) capable of engaging multiple target configurations as light armor, bunkers and masonry structures with the capability to penetrate and incapacitate personnel within when the system is fired from open and confined spaces. �The carry weight of the munition must be less than 20 lbs.� The Government is seeking a mature production-ready SLM with the capability of meeting the XM919 IAM requirements. The purpose of Industry Day #2 is to update the SLM Industry on the XM919 IAM Program.� This forum will provide an opportunity to inform Industry on the XM919 IAM intent and strategic approach regarding the program timeline, updated user requirements for the XM919 IAM and its training device, system level test requirements, and the anticipated contracting approach. Industry Day #2 will provide the opportunity for Industry and the Government to exchange information and address questions as they relate to the XM919 IAM. The event will include a general Question and Answer (Q&A) session during which Industry will have the opportunity to present questions regarding the XM919 IAM and also include the opportunity for One-on-One Sessions. This Industry Day shall not be used to elicit trade secrets. Companies should be prepared to engage in open technical exchanges about the IAM requirements with the Government. No �sales pitches� or �giveaways� shall be permitted from Industry participants. No competition-sensitive or vendor proprietary information/data will be released, though questions of a general nature that the Government overlooked in its Industry Day presentation may be shared with all industry participants. All company information will be treated confidentially. The Government will not entertain contractor non-disclosure agreements (NDA). Industry is cordially invited to attend the IAM Industry Day #2 to be held: Date: 30 August 2022 Time: 8:30 AM to 12:00 PM Eastern Standard Time In-Person Location: Rockaway/Dover, NJ - TBD (specific venue information will be provided upon receipt and approval of registration) Virtual Location: Microsoft Teams (IL2) invite will be provided upon receipt and approval of registration.� Registration: Companies interested in attending Industry Day #2 must submit a request in writing no later than 1600 EST on 15 August 2022. Requests must be addressed to the Registration Point of Contact (POC), Ms. Jean Fortunato at email: jean.m.fortunato.ctr@army.mil. Requests must include a brief statement describing the company�s capabilities as a manufacturer of weapons or weapon materials. If the interested company does not currently manufacture weapons or weapon materials, the request must include a statement describing its rationale underlying its interest in this event.� Please title your email as follows: �Response to IAM Industry Day #2 Notice W15QKN-22-Z-0PPC (Company Name)�. Interested companies must identify the personnel that will be attending Industry Day #2. Companies must provide the name, title, company, and contact information for each attendee. Due to COVID restrictions and venue limitations, companies will be limited to two (2) attendees. There is no limit on the number of personnel attending a virtual session, however all virtual attendees must be identified. Attendee substitutions will be permitted if advance notice and all required documentation is provided at least seven (7) days before Industry Day #2.All other substitutions are prohibited. Telephone inquiries will not be accepted. Pre-Industry Day Questions: Pre-Industry day questions can be submitted in advance (before the registration cut-off) or on the day of the event. Questions and responses will be presented and addressed with other companies present, in an open forum during the general Q&A session. All information discussed at Industry Day will be unclassified. Pre-Industry Day technical or other questions regarding this Industry Day #2 shall be submitted by 1600 EST on 15 August 2022 to the US Army Contracting Command (ACC-NJ), Picatinny Arsenal, New Jersey, Building 9, Picatinny Arsenal, NY 07806-5000 to the attention of Mr. Erick Martins, Contract Specialist at erick.d.martins.civ@army.mil and Mr. Blake Isakson at blake.r.isakson.civ@army.mil.� Telephone inquiries will not be accepted. One-on-One Sessions: In addition to the general Q&A session, One-on-One sessions (in-person or virtual) will be scheduled upon Government acceptance of a company�s written request. The Government will conduct the One-on-One sessions immediately following the general Q&A session. A limit of one session per company is permitted. Each session will be limited to one (1) hour in duration. Companies interested in participating in a One-on-One session must indicate their interest during the registration process. Invitations will be sent to registered companies once a timeslot has been scheduled. The in-person and virtual One-on-One sessions will be used to inform the Government of the current and developing capabilities of the industrial base, and ask questions pertaining to information provided during Industry Day in a private forum. These sessions will be unclassified. The Government will attempt, but cannot guarantee, the accommodation of company requests for different timeslots. Companies can only be in attendance during their scheduled appointment. Companies will be notified by the Registration POC of the location for their One-on-One sessions. Registration Checklist: Registration emails to Registration POC by 15 August 2022 Pre-Industry Day Questions submitted to Contract Specialist by 15 August 2022 Confirmation of Registration issued by Registration POC COVID Considerations: As per Army Regulation 1-50, if the Health Protection Condition (HPCON) changes where the COVID-19 community level is defined as high by the U.S Centers for Disease Control and Prevention (CDC) the Government has the right to cancel the in-person portions of the Industry Day and hold the entire event virtually.� Companies that registered for the event will be notified as soon as practicable of any such cancellation. This Industry Day #2 is for information and planning purposes only and does not constitute a Request for Proposal (RFP). Neither the Industry Day nor this Special Notice shall be construed as a commitment by the Government. The Government implies no intention to acquire funding to support any current or future requirement as a result of the Industry Day #2. No award will be made as a result of this Industry Day #2. In accordance with FAR 52.215-3 Request for Information or Solicitation for Planning Purposes, the Government will not pay for any costs incurred as a result of this Special Notice, to include any costs associated with attending the Industry Day #2 as well as any costs associated with a cancellation of this event for any reason, including but not limited to funding constraints or changing COVID guidance. All information submitted in response to this Special Notice or the Industry Day shall be provided at no cost or obligation by the Government. The Government is not obligated to notify respondents of any results of the Industry Day #2. Any documentation provided to the Government will not be returned. Additional Information: XM919 IAM P-Spec and Government SSLAM TDP Development Command � Armaments Center (DEVCOM-AC) is continuing to draft an XM919 IAM Performance Specification (P-Spec). In addition, DEVCOM-AC has designed and successfully demonstrated a Shoulder Launched Light Assault Munition (SLLAM) to a Technology Readiness Level (TRL) 6. Additional design and integration activities are required to weaponize the system and validate fuze reliability. To assist in understanding the XM919 IAM requirements, the draft XM919 IAM P-Spec and Government-owned SSLAM TDP will be available to interested contractors upon request in accordance with the instructions below. Neither document is required to participate in Industry Day. To request a copy of the XM919 IAM P-Spec and SLLAM TDP: Contractors must submit their request for the XM919 IAM P-Spec and/or SSLAM TDP on company letterhead addressed to ACC-NJ and transmitted via email to the XM919 IAM Information POC: Ms. Jean Fortunato at email: jean.m.fortunato.ctr@army.mil The subject line of email requests must read as follows: �IAM Industry Day Notice W15QKN-22-Z-0PPC �P-Spec/TDP Request (Company Name)� For US / Canadian contractors the request will be processed as follows: The Information POC will acknowledge receipt of the request and provide the following forms for completion: DD Form 2345 Militarily Critical Technical Data Agreement AMSTA-AR Form 1350 Technical Data Questionnaire Non-Disclosure / Non-Use Agreement Upon receipt of these completed forms by the Information POC, the XM919 IAM P-Spec and SSLAM TDP will be issued to the requesting company once they are available for release.
