- NOTICE OF INTENT TO AWARD SOLE SOURCE No: DOIGB0220060 Project Title: The impact of climate change on culturally significant wetland plants and the MeduxnekeaRiver watershed in Maine The Department of Interior, United States Geological Survey, has a requirement to 1) inventory and map plants of cultural importance to HBMI within the Meduxnekeag Watershed; 2) Develop vulnerability index of culturally important wetland plants to climate change based on plant hydrologic needs and hydrologic changes projected by a watershed model; and 3) Conduct workshops to ensure tribal engagement around research methodologies and actionable science outcomes. The period of performance for this effort will be a 12-month base period with two (2) 12-month option periods.. The total estimated value is less than $100,000.00. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(i) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Market research indicates that Houlton Back of Maliseet Indians is the only source who is able to collect the plants on tribal lands, access and collect the plant species of tribal importance, and ensure the privacy of the sensitive plant location data. This is NOT a request for quotes or proposals. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of this effort. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. Interested parties may identify in writing their interest and capability to respond. Responses must be received by no later than 3:00 PM, Eastern Time, Wednesday July 27, 2022. If the DOI-USGS identifies no other capable sources by that date and time, a Firm�Fixed�Price Purchase Order will be issued to Houlton Band of Maliseet Indians, Littleton, Maine.
