- Description
- Amendment No. 0001 is issued 20 Jul 22. This is a solicitation for the construction acquisition of Airfield/Pavements Indefinite-Delivery/ Indefinite-Quantity (IDIQ) Contract at Misawa Air Base (MAB), with 1-year basic period plus four (4) 1-year options. Fixed-Price (FP), IDIQ type of contract is contemplated, on a basis of Japanese Yen. The scope of the contract encompasses repair, maintenance, and/or construction of airfield pavement, roads, parking lots, and their associated incidental work, such as, but not limited to, survey, runway rubber removal, pavement marking, airfield drainage, utility, grounding, runway/taxiway light, earthwork, and erosion protection in the airfield. Place of performance is Misawa Air Base (MAB), Japan, including its associated site of Draughon Range except for Falcon Road/Drive. A guaranteed minimum amount is �300,000 and maximum limit of the contract is �5,200,000,000, for the entire life of the contract. However, the contractor is reminded that the Government will not be committed to place task order(s) up to the maximum limit of the contract during the life of the contract. The resultant contract will be awarded to a single offeror who provides the Government with the best value, using�competitive Subjective Tradeoff Technically Acceptable (STOTA) process in accordance with Federal Acquisition Regulation (FAR) Part 15, Department of Defense (DoD) Source Selection Procedures, and Air Force FAR Supplement (AFFARS) Mandatory Procedure (MP) 5315.3 with evaluation factors included in the RFP consisting of: Technical Acceptability, Price, and Past Performance. In order to be eligible for award, registration in the System for Award Management (SAM) database is required at https://www.sam.gov; however, the following must be satisfied due to award and performance to be made in Japan. [NOTE TO FIRMS LOCATED IN OTHER THAN JAPAN]: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, IAW DFARS 252.225-7042, ""Authorization to Perform"". Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, ""Permits and Responsibilities"", as supplemented by AFFARS 5336.507. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
