- Description
- The Government is requesting sources to lease office space in the Round Rock, TX area.� Basis of Award:� The lease will be awarded based upon the best interest of the government. Cost will not be the sole determining factor. The Army intends to award this lease as a best value acquisition with tradeoffs in accordance with FAR Part 15, contracting by Negotiation.� The lease will be awarded turn-key with the need for occupancy being immediate. Preference will be given to locations that are immediately available with only minor alterations being required.� Additionally, the facility must pass the FBI Ownership Screening, include furnishings for at least 200 personnel and be equipped with WiFi that supports remote access and VPN capabilities. The wireless capabilities must be available to leased space with adequate bandwidth and access points to support full time use by 200 employees and two dedicated VTCs operating simultaneously.� Other desired amenities which will be considered in the best value selection will be availability of a fitness center and parking included in the lease. It is also desired that the space contain eight private offices and access to four conference spaces. Consideration will be given to the speed with which a facility can be made ready. Ability to expand will be considered. Past performance will also be considered. Description(s):� The Government is requesting sources to lease minimum of 36,000 rentable square feet (RSF) up to 44,000 RSF of existing office space, in the Round Rock, TX area. An initial lease shall include a 1-year base lease with 9 one-year option periods. The lease shall be subject to the availability of annually appropriated funds as stated in the attached sample lease (Corps will provide sample) for real property. The requirement is for immediate occupancy. Facilities are to be occupied by the US Government. This office is to be located in a defined geographical area that contains businesses and other establishments that are of a compatible nature.� The tenant shall, on a regular basis, have the right to use the space outside of normal working hours and, if required, on Saturdays, Sundays, and Federal holidays. This includes the use of elevators, lights, toilet facilities, fitness areas, common spaces, parking garage and, if necessary, heating and air conditioning.� Local Representative:� The Lessor shall have a representative available to promptly respond to deficiencies, and to immediately address any emergency situations.� General Space Criteria:� Space in one building is preferred, and will be given priority. Space on one floor is preferred, and will be given priority.� Proposals shall delineate any areas that may connect or share a wall with other building tenants. Proposals shall include how the lessor proposes to provide a secure separation between any existing or future building tenant. Secure separation is defined as physical separation of spaces with floor to ceiling insulated walls.��� Exterior access control such as a key coded entry required for all entry doors before and after hours. During business hours only the primary entrance is accessible, all other doors are key controlled.�� Floor covering of tile and single piece carpet squares is preferred. Furniture, fixtures and supplied equipment shall match the building standard.� On-site parking is preferred at a minimum of 6 spaces per 1000 SF of rented office space.� All computer and telephone communications wiring, including security features, are to be part of the Lessor's tenant improvements build-out. Move-in ready requires minimum WIFI connectivity, landline access preferred.� Services:� All utilities, janitorial, maintenance and repair to be provided by the Lessor during normal service hours. It is preferred that leased space shall have access to a full service gym including lockers, shower/restroom facilities, and soap/shampoo and towel service. Gym equipment may include standard equipment such as treadmills, rowers, elliptical machines, upright bikes, barbells, free weights and strength equipment.� Normal Service Hours:� Services, utilities, and maintenance shall be provided to all accessible areas daily, extending from 7 AM to 6 PM, except Saturdays, Sundays, and federal holidays.� Potential to include: At least one room will meet requirements as outlined�� Secure room (open storage area). Below are the minimum construction standards for open storage areas:�� (1) Walls, floor, roof. Walls, floor, and roof must be of permanent construction materials; for example, plaster, gypsum wallboard, metal panels, hardboard, wood, plywood, or other materials offering resistance to and evidence of unauthorized entry into the area. Walls will be extended from the true floor to the true ceiling and attached with permanent construction materials, mesh, or 18 gauge expanded steel screen.�� (2) Ceiling. The ceiling will be constructed of plaster, gypsum, wallboard material, hardware, or other similar material to be of equivalent strength.�� (3) Doors. Access doors will be substantially constructed of wood or metal. For out-swing doors, hinge-side protection will be provided by making hinge pins non-removable (for example, spot welding) or by using hinges with interlocking leaves that prevent removal. Doors will be equipped with a GSA-approved combination lock meeting FF�L�2740. Doors other than those secured with locks meeting FF�L�2740 will be secured from the inside with deadbolt emergency egress hardware, a deadbolt, or a rigid wood or metal bar that extends across the width of the door.�� (4) Windows. Windows that are less than 18 feet above the ground measured from the bottom of the window, or are easily accessible by means of objects located directly beneath the windows, will be constructed from or covered with materials that will provide protection from forced entry. The protection provided to the windows need be no stronger than the strength of the contiguous walls. Secure rooms which are located within a military installation or controlled compound or equivalent, may eliminate the requirement for forced entry protection if the windows are made inoperable either by permanently sealing them or equipping them on the inside with a locking mechanism and they are covered by an IDS (either independently or by motion detection sensors within the area). Windows, which might reasonably afford visual observation of classified activities within the facility, will be made opaque or equipped with blinds, drapes, or other coverings.�� (5) Openings. Utility openings such as ducts and vents will be smaller than man-passable (96 square inches). An opening larger than 96 square inches (and over 6 inches in its smallest dimension) that enters or passes through an open storage area will be hardened in accordance with Military Handbook 1013/1A.�
