- 20 July 2022 The purpose of this revision is to extend the response date of this sources sought notice.� The new response date is 29 July 2022 at 5:00 pm EDT.�� ---------------------------------------------------------------------------------------------------------------------- The U.S. Army Contracting Command-New Jersey, Picatinny Arsenal, NJ 07806-5000, in support of the Project Manager Combat Ammunition Systems (PM-CAS), is conducting a market survey to identify potential and qualified sources within the U.S. and Canada capable of manufacturing and delivering the PA161 and PA103A2 Metal Containers. �The purpose of this market survey is to obtain current information on the capability of potential sources to deliver the Metal Containers. The PA161 and PA103A2 Containers are square-rimmed six-inch diameter cylindrical steel shipping and storage containers between 31 and 38 inches in length, used for the155mm M231 and M232A1 Modular Artillery Charge System (MACS). �A total of four M231 MACS are packed per PA161 container while five M232A2 MACS are packed per PA103A2 container.� These containers were developed to protect the MACS Charges throughout the Army's stringent logistic environments and have design features that improve the insensitive munitions characteristics for the MACS system. The Technical Data Package (TDP) will be provided upon request pending receipt of all required documents and approval by PM CAS.� This TDP is marked Distribution D, therefore distribution will only be authorized to the Department of Defense (DoD) and United States DoD contractors. �Contractors interested in receiving the TDP (for information only) are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement; AMSTA-AR Form 1350, Technical Data Request Questionnaire; and Non-Disclosure Agreement. To be considered a capable source for this effort, all interested sources must submit the following information: a) Provide evidence of capabilities including an ability to produce a combined total of the PA161 and PA103A2 Metal Containers at a production rate of approximately 15,000 units per month and any capability to surge further; b) Past manufacturing experience with PA161 and PA103A2 Metal Containers within the last ten (10) years; c) Description of facilities, personnel (numbers, experience, specialized skill sets), key raw material sources, and environmental compliance as it relates to the above production efforts; d) Provide evidence of In-house Quality Assurance System(s) in order to support this production program; e) A general understanding of United States Government container testing requirements; f) Provide company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All companies interested in this notice must be registered in System for Award Management.
