- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY, which is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) 6.302-1 and DFARS PGI 206.302-1(d). This is not a solicitation/request for proposal and no contract shall be awarded from this request. There is no solicitation package available at this time. Purpose: The Secretary of the Army has directed the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA (ALT)) to provide management oversight of Army Security Cooperation activities� to include but not limited to technology transfer, direct commercial sales (DCS), foreign military sales (FMS), Armaments Cooperation and the related development of policies, procedures and metrics to ensure compliance with U.S. statutory requirements and Department of Defense (DOD) Directives.� The DASA DE&C is responsible to the ASA (ALT) for these functions. This functional responsibility provides the basis for the integration of the management oversight of the Army�s worldwide execution of a coherent and coordinated security cooperation program.� Security cooperation is defined as all activities involving cooperative, non-combat interaction between any element of the Total Army, U.S. defense industry, and the militaries, governments, industries, or people of other nations in foreign military sales, International Military and Education and Training (IMET), DCS of ground force capabilities and systems, international trade shows and cooperative programs and related forums.� The intent of this notice is to support a pending Justification and Approval for increasing the full-time equivalents (FTEs) on the current contract solely for option year two (2) to support additional work pushed down from Army headquarters and cloud migration efforts.� This notice is also intended to gauge industry interest, capability, and relevant experience, in non-customer specific terms, as it relates to providing these specialized services.� In accordance with FAR 6.302-1 and DFARS PGI 206.302-1(d), the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiring in the justification required by FAR 6.303. Description of Requirement: This contract provides technical, analytical, and administrative support services in support of DASA DE&C and as required, various offices within the Army Staff and/or the Army Secretariat, Program Executive Office/Program Management Office (PEO/PM), Army Major Commands, Joint Staff and DoD agencies. These services include but are not limited to (a) developing, monitoring and assessing Army security cooperation and security assistance strategic plans� (b) security cooperation program policy preparation, (c) technology transfer assessments, (d) maintaining the FMS databases, (e) supporting /utilizing various Title 10 activities, (f) organizing/hosting meetings and outreach activities, (g) strategic planning and analytical services (including research and data analytics) , (h) disclosure/releasability support, (i) policy preparation, (j) drafting disclosure support documentation, (k) review of license requests for the approval to sell or transfer any Department of Defense agency's equipment through the direct commercial sales process, (l) experience in the organizational structure of Army and DOD Security Assistance programs and International Armaments Cooperation program. This contract has a base year and four (4) option years, and this RFI is solely for increasing the value on option year 2 to add 2 FTEs for the additional support required over the next twelve (12) months.� The North American Industrial Classification System (NAICS) code is 541611 � Administrative Management and General Management Consulting Services. The small business size standard is $16,500,000.
