Description
NOTICE OF INTENT TO AWARD SOLE SOURCE I. The Michael E. DeBakey Medical Center (MEDVAMC), intends to solicit and award a Sole Source, Firm-Fixed-Price, award with a base year and four one year option periods to one Large Business (LB) source, Community Blood Center of the Ozarks (CBCO). Located at 220 W Plainview Road, Springfield, MO 65810. The award will be for Fayetteville Veterans Health Care System of the Ozarks (VHSO), 1100 N. College Avenue Warehouse Bldg 8 Fayetteville, AR 72703. This Notice of Intent (NOI) is to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. The VHSO requires a variety of blood products available twenty-four (24) hours a day, seven (7) days a week, 365 days a year, to include holidays. This requirement is for a long-term five (5) year contract starting on 10/1/2022 through 9/30/2027. The Contractor shall provide routine orders (daily deliveries with agreed upon amounts), as-soon-as-possible (ASAP) orders (delivery within four (4) hours) and statim (STAT) orders (delivery within one (1) hour for blood products that comply with the following certification /licenses /registrations: Association for the Advancement of Blood and Biotherapies (AABB) accredited Food and Drug Administration (FDA) Registered Department of Health and Human Services (DHHS) Compliant Clinical Laboratory Improvement Act (CLIA) License CBCO is the only blood bank contractor that is capable, interested and has an established distribution system to support all VHSO s blood product needs. They are properly registered, licensed, accredited, and compliant with AABB, FDA, CLIA and DHHS to operate as a blood bank. Without a continued supply of blood products the VHSO cannot meet its mission of providing quality patient care to its veteran population. Occasions occur when blood products are life-saving commodities that are requested as STAT orders, and CBCO has a distribution system close enough to support these life-saving requirements for VHSO. II. The North American Industry Classification (NAICS) code for this acquisition is 621991 Blood and Organ Banks. Product/Service Code for this requirement is 6505 Drugs and Biologicals. The Small Business Administration (SBA) size standard for this sector is $35 Million. III. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. IV. The anticipated award date is October 1, 2022. The Government intends to award a Firm-Fixed-Price contract. V. Please note that this is not a request for competitive quotes and is being posted for informational purposes only. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Interested contractors, in addition shall provide the following information as an attachment to your capability and response: 1. Evidence to meet the requirements of the draft statement of work, properly registered, licensed, accredited, and compliant with AABB, FDA, CLIA and DHHS to operate as a blood bank. 2. Interested parties may identify their interests and capability to respond to this requirement within Fifteen (15) calendar days of the publication of this notice.
