Description

This is a Notice of Intent to Sole Source award on the basis of other than full and open competition in accordance with the Federal Acquisition Regulation (FAR) 6.302-1, as the unique supplies and services are only available from one source and awarding to any other source would not fulfill the agency�s requirements. This is not a Request for Quotes or Proposals. No contract award will be made on the basis of the responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to satisfy the requirement described. The U.S. Army Medical Research Acquisition Activity (USAMRAA) located at 820 Chandler Street, Fort Detrick, MD on behalf of the Telemedicine & Advanced Technology Research Center (TATRC), intends to award a sole source firm fixed price contract to SOTERIX Medical, Inc. Required Capabilities The NIRSIT is Brain Imaging System with a portable functional near-infrared spectroscopy (fNIRS) system. The minimum essential characteristics includes: Must be an easily configurable, multi-channel fNIRS neuroimaging system for the prefrontal cortex Must be designed to measure variations in cerebral hemodynamics on a real time basis through radiating a near light beam at wavelengths 780nm and 850nm of laser, into the cerebral cortex Must come with a dedicated monitoring and analysis software Real-time multichannel monitoring Must be a non-invasive measurement Must have a high spatial resolution with 204 channels Must have a motion artifact removal algorithm Must be able to measure various cognitive and behavioral tasks Must provide the option to be wired (serial communication) or wireless connection (WLAN [2.4GHz IEEE 802.11n Must be able to Export data to CSV files Must have ergonomic design Must have an optode distance of 3cm with additional distances of 1.5, 2.12, 3.35 cm Must have at least 48 channels Must have optical elements of light sources : 24 / detector: 32 (default) weighs about 550 g Must have a sampling rate of 8.138 Hz Must sense motion on 6 axis Must have an 8 hour operating time Must have a tablet that runs at least android v5.0 (lollipop) The PC tool must be Windows 10 based Eligibility The applicable North American Industry Classification System (NAICS) code for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing. The Product Service Code (PSC) is 6515 - Instruments & laboratory equipment. Submission Details Responses should appear on company letterhead and includes, affirmation of active registration in the System of Award Management (SAM), your qualifications and any other applicable data or information. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, woman-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Your response to this Notice of Intent, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Jessee Chege, in either Microsoft Word or Portable Document Format (PDF), via email to Jessee.t.chege.mil@mail.mil no later than 4:00 p.m. Eastern Standard Time on 5 August 2022 and reference this Notice ID number in the subject line of your e-mail and on all enclosed documents. All data received in response to this Notice of Intent that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Responses to this notice will be used to determine the availability of this type of product and/or service. All responsible sources may respond to this notice and all responses will be considered by the agency.
