Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-22-195 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2022-06. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000e. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) has a requirement to procure the following Molecular Devices manufactured new items: 1. PN: IMAGEXPRESS PICO EC - ImageXpress Pico EC System with CellReporterXpress Automated Image Acquisition and Analysis Software. Includes: FLUOTAR 4X/NA 0.13 and 10x/NA 0.32 objectives, transmitted light capability, and FITC filter cube for fluorescence imaging. Equipped with a solid state light source and optical train, a large imaging field of view is possible. Capable of incubation up to 40�C, CO2 control between ambient and 15%, O2 control between 1 and 15% and ambient O2, and humidity control for minimizing evaporation. Includes microtiter plate adapter and 4-slide adapter. CellReporterXpress Software license is included which enables 5 concurrent logins from a desktop or laptop with up to 2 logins from a tablet device per desktop login. License allows up to 10 computer cores to be run for distributed image analysis. Standard image analysis algorithms include cell counting, cell scoring, apoptosis, and other analysis modules for a total of 17 analysis modules. License for Z-stack acquisition is included. System includes 1 year MDCare PhD Technical Support Plan, and 1-year warranty covering parts & labor. � QTY (1) EA 2. PN: PICO-INSTALL-OS - PICO INSTRUMENT INSTALLATION, ONSITE � QTY (1) EA Molecular Devices as developed a smaller imaging system to the instruments currently being used at another institute at the NIH. The Section on Molecular Dysmorphology has a long-standing collaboration with the other institute to conduct high throughput drug screening for the disease Niemann Pick Type C. From the initial small-scale proof of principle study this collaboration has uncovered 33 potential therapies for the disease. This instrument will be critical to the laboratories ability to process the number of samples required. Each candidate compound will need to be tested with 5 different concentrations in triplicate for a requires a robust imaging and quantitative platform with this system will deliver. Additionally, this platform uses all the same quantitative algorithms in use by the other institute thus reducing the need for costly assay development. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items -Evaluation Procedures: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price/technically acceptable. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable. FAR Clause 52.225-1 Buy American-Supplies; FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5 (August 2020), Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Unique Entity ID (UEI) the Taxpayer Identification Number (TIN), and the certification of business size. The contractor/offeror must provide a completed copy of FAR 52.204-24, ""Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment"" with their quote in response to this solicitation. The contractor/offeror must provide a completed copy of attached FAR 52.225.2, Buy American Certificate. The clauses are available in full text at https://www.acquisition.gov/Far/. Offeror must be an authorized reseller and must provide documentation confirming authorization and certified capability from the original equipment manufacturer to resell/distribute/provide all items/components etc. and services (if applicable) identified in this notice. Responses to this notice without this confirmation from the manufacturer will be considered as an invalid response/submission.
