- THIS IS A NOTIFICATION FOR SOURCES SOUGHT NOTICE ONLY.� This sources sought/market survey is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� The U.S. Government is not obligated to notify respondents of the results of this sources sought. Further, the U.S. Government is not at this time seeking proposals and will not accept unsolicited proposals.� Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this sources sought; all costs associated with responding to this sources sought notice will be solely at the interested party�s expense.� Requests for solicitation will not receive a response. If a solicitation is released, it will be synopsized on the Contract Opportunities page on SAM.Gov website. No award will be made as a result of this market survey. Purpose The purpose of this Source Sought Notice is to identify potential sources for the manufacture and delivery of Mk 64 Mod 2 Projectile Body. Potential sources should have design, production engineering, manufacturing, and quality assurance expertise and skills to be able to manufacture, test, inspect, package and deliver these Mk 64 Mod 2 Projectile Bodies.� Contractor test capabilities for conducting First Article and Lot Acceptance testing of the projectile bodies are required. Mk 64 Mod 2 Projectile Body Assemblies are used in the manufacture of All Up Round 5� Projectiles (AUR) for training, combat, test and development, renovation projects, and Foreign Military Sales (FMS). The Mk 64 Mod 2 Projectile Body is the only body shape that is currently procured by the United States Navy (USN), and primary projectile body used in all fielded AURs. The projectile body is approximately 21� long, has a finished weight of approximately 57 lbs, and is made from 1050 steel with a minimal yield strength of 78,000 psi. The body has a swaged gilding metal rotating band applied to it, and a thin steel disc, or base plate, welded to the aft end of it. There are rigorous quality assurance requirements including 100% ultrasonic inspection since the body could later be filled with explosive, and will be gun fired.� Producing these bodies typically requires long stroke, high tonnage forging capability with deep draw expertise, nosing capability, specialized heat treatment capability, resistance welding capability, and precision machining capability. The Technical Data Package requires protective finishing on both the interior and exterior surfaces of the body. The final dimensions of the projectile body have tight tolerances and specialized gauges are required to measure certain attributes of the body. This item�s technical data specifies �critical characteristics� which involve specialized inspections, and requires ultrasonic inspection as discussed above. Critical skills required include engineers, billet heating and forge operators, Computer Numerically Controlled (CNC) programmers, machinist, production management, quality inspection personnel, and ultrasonic testing inspection operators. Manufacture of the 5""/54 Navy Gun MK 64 projectile body does require specialized/critical skills or facilities. Sources should be capable of supplying the entire quantity of projectile bodies through a Best Value, systems acquisition under a Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract, over three (3) years from FY23 through FY25. Requested Information The respondents shall provide the following information: A description of the item(s) that may be offered, should the government pursue procurement of these supplies. Past performance in manufacturing of the requested and/or similar supplies. A description of technical and manufacturing capabilities as applicable to this item. A description of facilities, personnel, and testing capabilities and experience. A description of production rate flexibility, including maximum production rate attainable and minimum sustainable rate to include how soon after award of a contract this item could be in production. Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All interested sources shall also provide the organization name, address, point of contact, phone number, e-mail address, UEI number, and CAGE Code. Other Important Considerations An interested party should avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested supplier must submit such information, the information must be clearly marked. The U. S. Government will review the information and safeguard it appropriately. The U.S. Government will not pay for any information that is provided in response to this Sources Sought nor will it compensate any respondents for the development of such information. Notice� The technical data package associated with the above listed item is designated under Distribution Statement D for limited distribution, restricting its release on the Internet.� The drawings� contain technical data whose import is restricted by the Arms Export Control Act, (Title 22, U.S.C., SEC 27 51 ET SEQ) or the Export Administration Act of 1979, titled as amended, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Respondents must be registered with the U.S./Canada Joint Certification Office to obtain a copy of any drawings (see www.dlis.dla.mil/jcp/ for instructions and information) and sign a Non-Disclosure Agreement (NDA) when and if an official RFP is posted.
