- THIS IS NOT A REQUEST FOR QUOTE � THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD TO ENSCO, INC. FOR COMMAND AND CONTROL, INTEGRATION AND SUSTAINMENT FOR SENTRY SOFTWARE SERVICES. The Department of Defense (DoD) Washington Headquarters Services Acquisition Directorate (WHS/AD) intends to award a sole-source, firm-fixed-price contract for Command and Control, Integration and Sustainment for SENTRY Software Services to ENSCO, Inc., 5400 Port Royal Rd., Springfield, VA 22151-2301 (SAM Unique Entity ID: DP3FAQE2UGT3, CAGE: 06359). In order to meet the Government�s mission, the Pentagon Force Protection Agency (PFPA), Chemical, Biological, Radiological, and Nuclear (CBRN) Division requires procurement of Systems Branch Command and Control (C2) system infrastructure and related software, which was established using a highly-customized version of an ENSCO product known as SENTRY. The software named SENTRY is based on proprietary source code and intellectual property that ENSCO owns (Patent Number 6,525,658).� The program focuses on event mitigation through active and passive HVAC strategies and other response actions to minimize the potential of a CBRN release impacting building occupants. Driving the response is a tiered sensing system, which improves sensor confidence, and provides data inputs to near real-time, high-fidelity internal and external models. This allows for tracking and prediction of contaminant transport, and guides system responses.� The SENTRY system is a 24 hours a day, 7 days a week, 365 days a year, mission-critical C2 application-based software, and is necessary to employ real-time event capabilities incorporated into one system, allowing for superior situational awareness and predictive modeling capabilities. SENTRY provides a critical level of protection to the Pentagon Reservation, its Department of Defense (DOD) Activities, and other DOD-occupied facilities that are not under the jurisdiction of a Military Department within the National Capital Region (NCR). This is not a new requirement; this is a follow-on to current contract number HQ003417C0097.� The requirement provides mission-critical threat analysis and sensor integration, and includes Program Management, System Customization, Onsite System Support and SENTRY Support Training. This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation. The NAICS code utilized for this procurement is 541511, Custom Computer Programming Services with a Small Business Size Standard of $30 million.� The PSC code is DA10, IT and TELECOM � Business Application/Application Development Software as a Service. These are noncommercial items/services with a dollar value over the Simplified Acquisition Threshold for a period of performance of one Base Period and four Option Years with an anticipated start date of 9/28/2022.
