NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT FOR SUCCESSION PLANNING TRAINING PROJECT NAME:���������������������������������������� Succession Planning Training for Senior Executive Service Staff AGENCY Name:������������������������������������������� Department of Labor, Office of the Senior Procurement Executive (OSPE), Office of Acquisition Services (OAS) ANNOUNCEMENT NUMBER:� � � � � � � � � � � �1605-BOC-22-NAT-0210 The Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE), Office of Acquisition Services (OAS), hereby submits a notice of intent to award a sole-source, blanket purchase agreement to American Partner Technologies (AMPT) Management Consulting, 216 E. Pulaski Highway, Suite 225, Elkton, MD 21921 to provide on-demand, in person, and live online succession planning training services for the Department of Labor Senior Executive Service (SES) staff members. The Department has a continuing need to deliver leadership succession planning training as DOL strives toward improved performance, employee engagement, organizational effectiveness, efficiency, and oversight responsibilities while accomplishing the DOL mission. The Federal Workforce Flexibility Act of 2004 requires agencies to establish a comprehensive management succession program that includes training to develop managers. American Partner Technologies (AMPT) Management Consulting is the only vendor that is uniquely positioned to successfully ramp up and start performing the required services immediately after award. It is estimated that it would take approximately three to four months to get another contractor up to speed on the Department�s SES program to be able to perform satisfactorily. Succession planning is a top priority for the organization and failure to award this action to AMPT and bringing another vendor on board to try and execute the needed work would put the training and the Department at an enormous risk. The period of performance will commence on August 22, 2022 and will include a twelve-month base period and four, twelve-month option periods. The contract will include FAR clause 52.217-8, Option to Extend Services, which may extend the period of performance for up to six months. The procurement will be issued under the authority of Federal Acquisition Regulation (FAR) Subpart FAR 13.501(a) Sole source (including brand name) acquisitions.�using simplified acquisition procedures per FAR Part 13. The North American Industry Classification System (NAICS) code is 611430. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not delay the training. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.� A solicitation is not available.
