Description
�The Maritime Administration (MARAD), Office of Environment and Innovation, Maritime Environmental and Technical Assistance (META) program, is issuing this request for proposals (RFP) for conducting a feasibility study on the future energy options for commercial harbor craft (CHC) operating in California.� The study is intended to serve as a reference for vessel operators that are planning to consider alternative energy solutions for their existing or future fleet, technology developers including engine manufacturers, and relevant stakeholders such as repair/maintenance facilities. The types of harbor craft to be examined shall include tug/tow boats, ferries, crew & supply boats, workboats and pilot vessels. Barges, dredges, excursion boats, research vessels, fishing boats, Coast Guard/military, and ocean-going vessels will not be part of this study. The study shall employ a multifactor approach to create a baseline ranking and a time projection of it (based on future trends) of the future energy options for the harbor craft industry. The study initially shall review the applicable green technologies and provide a baseline ranking of potential alternative fuels and power options, based on the current situation, that are feasible and practical to reduce greenhouse gas (GHG) and criteria pollutants emissions as well as improve energy efficiency for existing and/or future harbor operations through 2050. This study shall evaluate a variety of alternative fuels (methanol, ammonia, hydrogen) including biofuels (such as ethanol, bio-methane, bio-diesel, renewable diesel, FT-diesel) and power options as part of full-electric, hybrid propulsion, and power generation (such as shore power, solar photovoltaic, fuel cells, batteries). It shall also evaluate benefits and barriers of alternative fuels and power options and map the availability and implementation timeline (time projection) for these energy options through 2050. The time projection will be divided into short term (until 2030), medium term (2030-2040) and long term (2040-2050) and will be based on future trends. This study shall also describe the potential for these energy options to meet domestic environmental regulations. Solicitation No. 693JF722R00017 Questions and Answers for Feasibility Study of CA Harbor Craft Question: Can Federal Departments or Agencies submit proposals? Answer: Federal government departments and agencies are precluded from applying due to long-standing regulations . The reason behind this is that Federal government is prohibited from directly competing with the private sector on �open� RFPs such as this one. With this determination, the only way Federal departments or agencies could participate would be if the selected private party decides to subcontract with a Federal government agency or department after the contract is awarded. In other words, a Federal agency or department could not be mentioned in their proposal or considered as part of the selection process. Question 2: I�m emailing to request an information, I need the location of the project. Answer: There will not be in-person meetings (at least this is not a requirement). The project will be managed by MARAD-Office of Environment & Innovation (based at Department of Transportation headquarters Located in Washington DC.)
