- PRE-SOLICITATION NOTICE **NOTICE OF INTENT NOI-NIAID-2135750 NAICS � 334516 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Werfen USA LLC, Bedford, MA to procure the following Coagulation Analyzer system: CL TOP 350 CTS SYSTEM: catalog No: 00000280065, QTY 1 EA Printer and Uninterruptible Power Supply, catalog # 00000015180, QTY 1 EA KIT, 2D BARCODE UPGRADE, catalog # 00028210500, QTY 1 EA HemosIL INR Validate, catalog # 00020010500, QTY 3 EA Manufacturer: Werfen USA LLC The Laboratory of Clinical Immunology and Microbiology (LCIM) Tuberculosis Imaging Program (TBIP) performs research procedures on numerous animal studies where the lab needs to analyze coagulation factors. Studies have shown a correlation between COVID patients and abnormal blood clotting. TBIP is seeking to purchase an advanced Coagulation Analyzers that can provide automated accurate results with little maintenance requirements. Due to limited space availability a compact size analyzer that will fit on a bench or tabletop is essential. Quality controls will be used to ensure equipment accuracy and enhance efficiency. The supplier will provide support tools including a one-year warranty. The Werfen ACL 350 is a hemostasis analyzer that performs test clotting, chromogenic and immunological assays. The analyzer has cap-piercing ability which allows safer operation for the user. The ACL 350 can hold up to 26 reagents, 40 samples, 800 cuvettes, weights approximately 200lbs and is 81 x 84 x 73 cm (32 x 33 x 29 in). The following test are available on the ACL 350 and fulfill the TBIP requirements: PT/aPTT Fibrinogen Thrombin Time D-Dimer Protein C & S Factor Deficiency Heparin Antithrombin von Willebrand Disease Specific Requirements for the analyzer Automatic data transferring into Excel Small blood and plasma volume needed for testing ~.1ml per test set Reagents are manufactured in individual vials allowing the operator to identify which specific test to run Minimum of 40 samples per run Sample Process time 20 Pt & APTT per hour Few moving parts for more reliable operation The analyzer should fit in area that is 60in or less in length Made in the USA (in compliance with the American Act) Willing to provide an annual maintenance contract �Specialized training since the analyzer will be in BSL3 environment Analyzer should be delivered and able to process samples within 2022 The Place of performance is 9000 Rockville Pike, Bethesda, MD 20892. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (e) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
