- Page 1 of Page 1 of THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR A REQUEST FOR QUOTE (RFQ). THE DEPARTMENT OF VETERANS AFFAIRS IS NOT SOLICITING OFFERS OF ANY KIND. NO CONTRACT AWARD WILL BE MADE ON THE BASIS OF ANY RESPONSE(S) TO THIS NOTICE. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. In accordance with Federal Acquisition Regulation (FAR) Part 10 Market Research and Public Law 109-461, the Department of Veterans Affairs is conducting market research to ascertain if there are verified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) concerns that have the capability to provide to the Government contractor support services to facilities listed below at a fair and reasonable price. This announcement is for informational and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Regional Procurement Office - Central (RPOC) has a requirement for project support and technical services. The contractor shall provide a full range of non-personal services to achieve maximum effectiveness and economy in operations in support of the Department of Veterans Affairs. At no time will any project management or technical support perform functions that are inherently governmental as listed in Federal Acquisition Regulation (FAR) part 7.503(c)(12). Project management and technical support services are need for the following areas and projects that are subject to change due to current and future states of SCS: Enterprise Asset & Work Management Maximo, Point of Use Family of Systems, Logistics Handheld Inventory Technology, National Contingency Response Tool, SCS Implementation Support, SharePoint Management & Data Visualization Development, Cerner Item Master, Innovation, Development, and Evolution, National Item File, and Front Office Management. The Contractor shall perform cradle to grave acquisitions functions in accordance with the Federal Acquisition Regulations (FAR), Veterans Affairs Acquisition Regulation (VAAR), and all other applicable regulations and policies. The Contractor shall perform pre-award procurement functions including, but not necessarily limited to, requirements definition; market research; drafting contractual documents such as solicitations, awards, and related documentation using the Electronic Contract Management System (eCMS); coordinating with requiring activities, industry, and other stakeholders; and completing contractual files. The Contractor shall perform post-award procurement functions including, but not necessarily limited to, drafting modifications, monitoring Contractor performance and contract close-out. Project Management Support Services Requirements: Education: Project management and technical support contractor employees providing services shall have, at a minimum, a bachelor s degree. Experience with VA systems (Integrated Funds Distribution Control Point Activity/Veterans Information Systems and Technology Architecture (IFCAP/VISTA), Maximo, Handheld Inventory Technology such as barcode scanning devices, National Contingency Response Tool, Point of Use smart shelves and cabinet automated inventory devices, Defense Medical Logistics Standard Support (DMLSS), LogiCole, Electronic Contract Management System (eCMS), Share Points/Power BI/Tableau), Electronic Health Record, and VA policies is preferred. Requirements Project Management Support Services: Provide consultative support, including to serve as a consultant to groups working to improve quality and performance by helping them identify the most appropriate measures and monitors to ensure quality outcomes. Ensure sustainability and spread of efforts directed at improving quality, safety, effectiveness and efficient using project management, including collaborating with medical center leadership and management to ensure that improvements to processes spread to other work units and locations and that these improvements are sustained over time. The contractor will work other individuals and services to develop automated systems for tracking improvement (data trending, data dashboards and balanced scorecards) and for monitoring project progress and completion. Plan and conduct analytical studies in support of improvements in organizational structure and staffing level efficiency, including participating in the network s efforts to create a culture of quality, safety, effectiveness, and efficiency by planning and conducting studies directed at identifying optimum staffing and management structures. Use information to improve quality, safety, effectiveness, and efficiency (informatics), including using information for problem solving, decision making and organizational improvement. Provides competency and performance standard direction, including providing programmatic direction and guidance in systems redesign activities. Supports the government in development and achievement of project milestones within scope, cost, and schedule alignment for projects and programs. Provides program support as a participant in technical assessments, Integrated Product Teams, and other project working groups. Provide program/project services to SCS in the consultation, planning, drafting program management and business case analysis documentation, data analytics, and data management. Proficiency in Microsoft Office, Microsoft Visio, and Microsoft Project is desired. Requirements Technical Support Services Data Management Technical Support Provide analysis and advice in the design, adaption of supply chain systems. Evaluate complex automated data depository information systems on a continuing basis, analyzing current and/or required database depositories to design new and improved information for decision making for upper management and standardization teams. Perform item management analysis such as development of life cycle, perform cost benefit evaluations of program, lead cost effectiveness studies for regionĀ wide operating or administrative programs. Consult with customers to refine functional requirements and translate functional requirements into technical, specification requirements for the VA supply chain. Serve as an analyst and advisor to management on the evaluation, effectiveness, operations, productivity, and efficiency of the VA supply chain, performs analytical and evaluative work associated with line and/or program activities. Develop, analyze, evaluate, advise on utilization, management controls, information and documentation systems, and similar functions of information management. Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line/operating programs and the accomplishment, evaluation, and/or monitoring audits inspections, or management or internal control reviews. Study the accounts, reports and procedural instructions within the supply chain and considers legislative and program background materials to identify need for revision, consult with customers to refine functional requirements and translate functional requirements into technical data specification requirements. Conduct audits, evaluate region-wide program gains short-and long-range objectives. Evaluate processes & makes recommendations for effective organizational change. Resolve audit/inspection activities for organizations agency wide. The Government will provide the equipment (to include laptop, monitors, docking stations, cell phone., and any other equipment deemed necessary by the COR), materials, and/or services that will be required by the contract personnel in the performance of this contract. The VA retains ownership of all Government furnished equipment, materials, and/or services furnished under this contract. The purpose of this notice is to determine interest and capability of potential verified SDVOSB and VOSB concerns relative to the North American Industry Classification code (NAICS) 541611, Administrative Management and General Management Consulting Services with a size standard of 500 employees. To make an appropriate acquisition decision for this requirement, the Government will use the response to this RFI. The type of solicitation to be issued and the manner of advertisement will also depend on the response to this RFI. To be considered a SDVOSB/VOSB concern, offerors must be verified in www.vip.vetbiz.gov.
