Description
� � � � � � The Social Security Administration (SSA) intends to negotiate solely with Air Power Consultants Inc., 18903 West 157th Terrace, Olathe, KS 66062. The back-up power system is part of a larger facility. Air Power Consultants Inc. is the only source for renting compatible Eaton back up batteries. The authority for this acquisition is set forth in the Federal Acquisition Regulation (FAR) 13.106-1(b) �Soliciting from a Single Source.� The Social Security Administration uses two (2) Government-owned Eaton Uninterruptible Power Source (UPS) systems, Model 9315 with two associated battery strings of 240 for each unit. The UPS units are running in a parallel and have a Web-X card installed for monitoring purposes. �The battery cells have reached a point of failure and have been taken out of service.� The UPS provides back up power to support the Regional Operations Computer Center (ROCC), The ROCC supports critical systems nationwide. �It is essential for the ROCC to have 24/7 continuous, uninterrupted power for these critical functions. � The current UPS and battery system is nearing end of life and the agency is exploring service alternatives. �Due to the sensitive nature of the ROCC and the need to have backup power systems, we are requesting rental battery back until a full system replacement can be installed. The contractor shall provide all labor, equipment, materials, supervision, and tools necessary to provide two temporary battery strings. � Batteries will be rented for an original 12 month period, with the option to exercise up to 3 additional option periods. �Contractor to include delivery, set up, assembly, installation and removal in base costs.� The UPS system is continually operational and SSA has strictly controlled maintenance windows. �All work shall be scheduled in advance and utilize a 24/7 schedule.� (1)�� �All technicians shall be factory trained and certified to work on SSA�s existing UPS equipment and systems. �The Agency may ask, and the contractor shall provide proof of training and certification at any time. � (2)�� �All technicians sent to the site shall have the Occupational Safety and Health Administration (OSHA), Institute of Electrical and Electronics Engineers (IEEE) and National Fire Protection Association (NFPA) tools, personal protection equipment, and training to comply with arc flash and any other electrical safety requirements. (3)�� �The Contractor shall supply factory approved or certified parts.� (4)�� �The Contractor shall supply identifying information on their service personnel to SSA�s COTR in advance of the service visit to facilitate building entry. COTR will not grant access to any service personnel not cleared prior to arriving at the site for work. Contractors shall be required to have valid federal, or state issued identification to gain access into the building.� (5)�� �Parking inside the government facility may not necessarily be available to the contractor. (6)�� �SSA�s representative can arrange drive-in authorization for tool and equipment loading and unloading in advance of any visit. (7)�� �Government personnel shall accompany contractor personnel at all times. � (8)�� �While on Government premises, all Contractor personnel shall comply with the rules, regulations and procedures governing the conduct of personnel and the operation of this facility. �Contractor personnel are required to have identification that shows their names with ""passport"" style photo, e.g., a Missouri driver's license. � Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement.
