Description

This Special notice is to publish the Justification for Other Than Full and Open Competition for the purchase of Portable Environmental Beta-Attenuation Mass Monitors (EBAM) for R5 Regional Air Quality Program. Synopsis: USDA Forest Service Procurement & Property Service CSA #2 intends to award a sole source procurement to purchase eleven (11) Portable Environmental Beta-Attenuation Mass Monitors (EBAMs) to Met One Instruments, Inc. The monitors are for monitoring particulate and meteorological data which measure particulate matter. The monitors will be designed to accurately predict FRM or FEM concentration measurements and capable of fulfilling data requirements and consistency to the public and partnered agencies. The monitors are to include power supply, filter tapes, wind speed/direction sensor, and temperature sensor. The NAICS code is 334519 with size standard of $500M. The Government intends to award as a sole source procurement under the authority of FAR part 6.302-1 (Only One Responsible Source) and FAR part 6.302-3 (Engineering, developmental, or research capability or expert services). This notice of intent is not a request for competitive quotes. Interested parties may contact the Contracting Officer listed below by August 2, 2022, at 1:00 PM PT. Responses received will be evaluated; however, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Determination not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. System for Award Management (SAM): Rule requires a firm to be registered in the SAM registration database (SAM), prior to award of any contract. Firms must register on an on-time basis, and annually confirm accuracy and completeness of registration information. To register in SAM go to: https://www.sam.gov/portal/public/SAM/. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response to this notice. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Award is subject to the availability of funds in accordance with FAR part 52.232-18.
