- PRESOLICITATION SYNOPSIS N6274222R1801 INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR ARCHITECT-ENGINEER SERVICES FOR THE PREPARATION OF NAVY AND MARINE CORPS NATIONAL ENVIRONMENTAL POLICY ACT (NEPA) AND RELATED DOCUMENTS FOR NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND (NAVFAC) PACIFIC, HAWAII, MARIANAS, AND OTHER NAVFAC COMMANDS WORLDWIDE AS NEEDED Description: ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM SF330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSALS (RFP) PACKAGE TO DOWNLOAD. This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (AE) services for the preparation of Navy and Marine Corps National Environmental Policy Act (NEPA) and related documents for Naval Facilities Engineering Systems Command (NAVFAC) Pacific (PAC), Hawaii (HI), Marianas (MAR), and other NAVFAC commands worldwide as needed. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a base period of one year and four one-year option periods (if exercised). The total fee for the contract term shall not exceed $20,000,000. The guaranteed minimum for the contract term (including option years) is $5,000. Firm-fixed price task orders will be negotiated for this contract. There will be no dollar limit per task order and no dollar limit per year. Estimated start date is March 2023. This proposed contract is being solicited as a total small business set-aside. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541330, Engineering Services, with a small business size standard of $22,500,000. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria. The market research sources sought synopsis N6274222R1801 conducted by NAVFAC PAC included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to set aside this procurement for participation amongst small business firms. The NAVFAC PAC small business office concurs with this decision.� The AE shall provide environmental planning services in researching, preparing, updating, and reviewing environmental documents for the Department of Navy and Marine Corps, in compliance with NEPA and Executive Order (EO) 12114, Environmental Effects Abroad of Major Federal Actions. In addition, the AE shall provide environmental and related studies, facilities and land use planning studies, project programming documents, and other technical services related to such documents and studies as may be requested by the Department of Navy, NAVFAC PAC, HI, and MAR. Requests may also originate from other NAVFAC Commands. ����������� a. The general scope of this contract requires professional services, as well as the use of applicable sciences, principles, and methods of analysis by individuals, whose competence as a licensed or qualified or certified professional has been attested to by a licensor or met the applicable professional qualification requirements. The primary services include environmental services for the study and preparation of environmental planning documents, such as Categorical Exclusions (CATEX), Environmental Assessments (EA), and Environmental Impact Statements (EIS) under NEPA, as well as environmental reviews and environmental studies under EO 12114. Other services may include, but not limited to, AE services, land use planning, and facility planning services. Examples of tasks required to complete this work may include analysis of proposed actions for new construction, renovation, and/or demolition of facilities and infrastructure, Base Realignment and Closure (BRAC) actions, and proposed operational actions related to aircraft home basing and ship homeporting. Additionally, other tasks, studies, surveys, or documents may be required to complete the environmental planning documents including, but not limited to, environmental documentation for aircraft and ship readiness and training operations at the home base and homeport locations and within the Department of Defense (DoD)-managed airspace and sea space and the Navy/Marine Corps training ranges. ����������� b. In order to complete environmental planning documents in compliance with NEPA and EO 12114, and in accordance with applicable DoD instructions, services may also include completion of the following, but not limited to, related studies and services to provide a comprehensive evaluation of the impacts on the environment: Air Conformity Analyses under the Clean Air Act Coastal Consistency Determinations in accordance with the Coastal Zone Management Act Essential Fish Habitat Consultations, Biological Surveys, and Biological Assessments Marine Resources Assessments Endangered Species Act Section 7 Consultations Socioeconomic analysis including Community Impact Studies and Environmental Justice Analyses Noise impact studies/modeling Range hazard analysis Air Installation Compatibility Use Zone/Range Air Installation Compatibility Use Zone (AICUZ/RAICUZ) Military Base Development Requirements to include Encroachment Action Plans for shore installations and at-sea operations and facility requirements analyses Natural Resources Surveys Wetland delineation and mitigation plans (both wetland and near shore) National Historic Preservation Act (NHPA) consultation support including cultural resource surveys (both architectural and archaeological) Traffic Studies Water Quality and Storm Water Management Studies Toxic and hazardous waste studies (including Military Expended Materials) Public Involvement Strategies and conducting public meetings Total Ownership Cost (TOC) or Life cycle cost analysis Land Use Compatibility Translation services for CATEX/EA/EIS and Public Notices Glint and Glare Analysis Conceptual site planning Air conformity modeling Development of water and air quality management requirements Construction design plans Health risk and toxicology analysis Range containment modeling Safety analyses (Surface Danger Zones, Impact Zones, Accident Potential Zones, Clear Zones, and Danger Zones) Modeling to determine impacts to shorelines and structures Public participation planning and implementation Geospatial analysis and map generation in accordance with current guidance Alternative energy feasibility studies Air quality management plans Construction feasibility studies including slope, terrain, soils, watersheds, and seismic hazards Hazardous waste analysis Estimates of dredge and fill sediment volumes Hydrology and erosion studies Utility capability assessments and feasibility studies (electric, gas, sewer, and water) to support design plans Traffic and transportation analysis and roadway designs Watershed planning Noise analysis and the use of military aviation simulation model (NASMOD) All contractors are advised that registration in System for Award Management (SAM) Database is required prior to award of a contract. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM Web site: https://www.sam.gov. The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The Prime firm for this contract will be required to perform throughout the contract term. Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired. SELECTION CRITERIA: Firms responding to this synopsis will be evaluated to determine the most highly qualified firm to perform the required services in accordance with the selection criteria in this synopsis.� Failure to comply with instructions, or provide complete information may affect the firm�s evaluation or disqualify the firm from further consideration. Specific selection criteria listed in descending order of importance include: Specialized Recent Relevant Experience and Technical Competence Professional Qualifications of the Key Personnel Quality Control Program Capacity to Accomplish Work and Ability to Accomplish Multiple Projects Concurrently Past Performance on Recent Relevant Contracts Firm�s Location in the General Geographical Area of the Project and Knowledge of the Locality of the Project Volume of Work Awarded by DoD During the Previous 12 Months Criterion 1-��� Specialized Recent Relevant Experience and Technical Competence (SF330, Part I, Section F): Basis of Evaluation: The SF330 shall demonstrate specialized experience on relevant and recent projects for the Prime firm and proposed subcontractors in performing multiple projects involving the development of NEPA documents and other technical support services consistent with the description in the initial sections of the synopsis. Project experience will be compared against the needs of the services and requirements of this synopsis.� More favorable consideration may be given to the following, which are NOT listed in any order of precedence: Types and diversity of Proposed Actions examined in the NEPA document (e.g., building, wharf, airfield, or other various types of construction; dredging; utilities improvements; siting of power generation, including renewable energy items; Research, Development, Testing and Evaluation (RDT&E); energy; military training) Depth and complexity of the documents and resources impacted Level of project involvement by the Prime firm Knowledge of the Navy/Marine Corps environmental regulations, organization and culture of the commands Experience managing an IDIQ contract developing NEPA documents DEFINITION OF A RECENT RELEVANT PROJECT:� A recent relevant project is defined as a project whose scope of work was the same or similar to the types of projects listed in paragraphs a. and b. above that may be ordered under the resultant contract.� In order to be considered relevant, a project must include at least one of the features listed below. �In order to be acceptable for this evaluation factor, offerors must submit projects that collectively demonstrate experience in all of the features listed below.� All features need not be in one project, however, one project may have a combination of features, e.g., NEPA EIS for a project located in Hawaii for a building construction for military training with proposed energy action for the Department of Navy. A recent project is further defined as having been completed or substantially completed (at least 85%) within seven (7) years of the date of issuance of this synopsis. For projects to be considered relevant, the project must have a minimum dollar value of $100,000. FEATURES: Of the six (6) maximum recent relevant projects, at least one (1) must have been performed in Hawaii and at least one (1) must have been performed in Guam or the Commonwealth of the Northern Mariana Islands (CNMI); Of the six (6) maximum recent relevant projects, at least one (1) project must have been for a proposed infrastructure or energy proposed action, at least one (1) project must have been for proposed building construction, at least one (1) project must have been an in-water construction project, such as for a wharf, dredging action, or bridge and at least one (1) project must have been for land use or facilities planning services; Of the six (6) maximum recent relevant projects, at least four (4) of the projects must be either NEPA EAs or NEPA EISs; and Of the six (6) maximum recent relevant projects, at least three (3) must have been performed for a DoD action proponent.� Submission requirements: SF330, Part I, Section F. Submit information on a maximum of six (6) recent relevant projects. The SF330 shall list the percentage of work performed on the entire project. For submittal purposes, a project must be a stand-alone contract, or a single Contract Task/Delivery Order under an IDIQ type contract. The SF330 shall submit no more than two (2) single-sided pages or one (1) double-sided page per project. If more than two (2) single-sided pages or one (1) double-sided page is submitted, the Government will not consider the information on the additional pages. If more than six (6) projects are submitted, only the first six (6) projects will be considered.� All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration. NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects may be submitted for either joint venture partner, not to exceed the maximum of six (6) projects. If a prime firm, JV partner, or LLC member submits prior experience obtained as a subcontractor, that project will not be given the same level of consideration as a project that was performed/completed as either a prime contractor or a joint venture partner/LLC member.� All information for Criterion 1 should be submitted in the SF330, Part I, Section F. The Government WILL NOT consider information submitted in addition to Part I, Section F in evaluation of Criterion 1. Criterion 2-��� Professional Qualifications of the Key Personnel (SF330, Part I, Sections E & G): Basis of Evaluation: Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects in the SF330, Part I, Section G. Key personnel are individuals who will either have major contract or project management responsibilities and/or will provide unusual or unique expertise. More favorable consideration may be given to the following, which are NOT listed in any order of precedence: Experience in diverse types of Proposed Actions previously analyzed (e.g., construction, RDT&E, energy, military training) Depth and complexity of the documents and resources impacted Breadth and depth of specialized expertise in various cultural and environmental resource areas within Hawaii, Guam or the CNMI Experience working on Navy/Marine Corps projects Level and type of educational degree Active professional registration(s) and certification(s) KEY PERSONNEL REQUIREMENTS: Principal � This person shall possess a current non-expired professional engineer (PE), registered architect (RA), or American Institute of Certified Planners (AICP) certification. This person shall also have a minimum of fifteen (15) years full-time professional experience managing the development of environmental planning documents and associated studies for Federal Agency actions. This person shall have knowledge of practical application and compliance with environmental planning associated laws, regulations, policies, and executive orders regarding protection of the environment (e.g., NEPA, 40 CFR �� 1500�1508, MCO 5090.2A, OPNAV M-5090.1, EO12114, EO12898). This person shall be able to provide oversight, guidance, and quality control, and be responsible for ensuring the professional quality, technical accuracy, and consistency of all field work reports, specialized supporting study, and other environmental planning documents prepared under this contract. This person shall be responsible for overseeing document development, including consistency of document text, graphics, and Geographic Information Systems (GIS) prepared or utilized under this contract. This person shall be an employee of the Prime firm. This person will verify the accuracy and integrity of all efforts, and will be responsible to ensure that all deliverables meet the scope of work, professional standards, and are compatible with Government systems.� Project Managers/Senior Planners (minimum 3, maximum 5) � These persons shall have a Bachelor�s degree or higher preferably in Engineering, Science, or Urban Planning. These persons shall also have a minimum of seven (7) years of full-time professional experience as a project manager managing environmental projects. Of the seven (7) years, at least three (3) years shall have been full-time professional experience preparing environmental planning documents and associated studies for Federal Agency actions. These persons shall have demonstrated experience managing and preparing NEPA EAs. Demonstrated experience managing and preparing NEPA EISs is highly desired and working knowledge of Navy and Marine Corps environmental regulations, organization and culture of the commands is highly desired. These persons shall have experience working with regulatory agencies and non-governmental organizations and experience obtaining and addressing public input received during environmental planning. These persons shall be employees of the Prime firm. These persons are responsible for the development and coordination of NEPA and environmental planning documents, including related studies and deliverables, and ensuring compliance with the scope of work. These persons are responsible for all aspects of project management associated with performance of work on contract task orders including project integration, scope, time (schedule), cost, quality, human resources (contractor team), communications, risk, procurement, and stakeholder management. These persons are also responsible for project coordination with the Government.� Terrestrial Biologist � The person filling this position shall have a Bachelor�s Degree or higher preferably in biology, natural resources management and/or an environmental policy and five (5) years working experience in Natural Sciences such as Biology, Botany, or Environmental Science, or closely related field. Of the five (5) years, at least two (2) years shall have been in support of development of NEPA documents, Endangered Species Act consultations, and specialized studies. This person shall also have four (4) years full-time professional experience working as project manager for natural resources studies, conducting natural resources surveys, organizing projects, and coordinating with other environmental media areas. This person must have demonstrated ability to manage and implement research design and sampling strategies; make strategic and professional decisions in the field; and clearly communicate both orally and in writing as evidenced by their completed technical reports/publications. This person shall be an employee of the Prime firm or a subcontractor. This person shall provide direction in the field, execution of document development; and shall oversee all terrestrial biological field or laboratory work, GIS data, statistical analysis, and shall analyze and interpret data, and present synthesis of findings in a written report and/or GIS, as required by the contract task order. This person shall also provide overall quality control of natural resources work performed and ensure that associated deliverables meet or exceed professional standards. Marine Biologist � The person filling this position shall have a Bachelor�s Degree or higher preferably in biology, natural resources management and/or environmental policy and five (5) years working experience in Natural Sciences such as Biology, Botany, or Environmental Science, or closely related field. Of the five (5) years, at least two (2) years shall have been in support of development of NEPA documents, Endangered Species Act consultations, Marine Mammal Protection Act Consultations, Essential Fish Habitat Assessment, and specialized studies. This person shall also have four (4) years full-time professional experience working as project manager for marine resources studies, conducting marine resources surveys, organizing projects, and coordinating with other environmental media areas. This person must have demonstrated ability to manage and implement research design and sampling strategies; make strategic and professional decisions in the field; and clearly communicate both orally and in writing as evidenced by their completed technical reports/publications. This person shall be an employee of the Prime firm or a subcontractor. This person shall provide direction in the field, execution of document development; and shall oversee all marine biological field or laboratory work, GIS data, statistical analysis, and shall analyze and interpret data, and present synthesis of findings in a written report and/or GIS, as required by the contract task order. This person shall also provide overall quality control of marine resources work performed and ensure that associated deliverables meet or exceed professional standards. Archaeologist � This person shall meet the Secretary of the Interior Standards for archaeologist, which requires a Master�s Degree or higher in archaeology, anthropology, or a closely related field. This person shall have at least five (5) years of experience in cultural resources investigations for complying with Sections 110 and 106 of the National Historic Preservation Act of 1966, as amended. Of the five (5) years, at least two (2) shall have been working on the development of NEPA documents, documents associated with the requirements of the National Historic Preservation Action Section 106, National Historic Preservation Act Section 106 consultations, and specialized studies. This person shall also have four (4) years full-time �professional experience working as project manager for archaeological studies, conducting archaeological surveys, archaeological testing, data recovery, archeological monitoring, archival research, traditional cultural property studies, GIS data, organizing projects, and coordinating with other environmental media areas. This person shall be experienced in the evaluation of properties in accordance with criteria for the National Register of Historic Places and be well-versed in federal historic preservation laws. This person shall have demonstrated ability to write archaeological reports, cultural resources management planning documents, NEPA documents, and documents associated with the requirements of the National Historic Preservation Act Section 106. This person shall also have demonstrated ability to manage and implement research design and sampling strategies, make strategic and professional decision in the field, and have oral and written communication skills as evidenced by his/her completed technical reports/publications. This person shall be an employee of the Prime firm or a subcontractor. This person will provide archeological direction in the field, execution of archeological document development, and shall oversee all archeological field work, GIS data, statistical analysis, and shall oversee the analysis and interpretation of data, and present synthesis of findings in a written report/document during performance of work. This person shall also provide overall quality control of archaeological resources work performed and ensure that associated deliverables meet or exceed professional standards. Historian � This person shall meet the Secretary of the Interior Standards for Architectural Historian, which requires a graduate degree in architectural history, art history, historic preservation, or closely related field, with coursework in American architectural history, or a bachelor's degree in architectural history, art history, historic preservation or closely related field plus either at least two years of full-time experience in research, writing, or teaching in American architectural history or restoration architecture with an academic institution, historical organization or agency, museum, or other professional institution; or substantial contribution through research and publication to the body of scholarly knowledge in the field of American architectural history.� This person shall also have at least five (5) years full-time professional experience working on historical architecture studies, surveys, and National Register evaluations of military and non-military facilities. Of the five (5) years, at least two (2) years shall have been working in support of development of NEPA documents, documents associated with the requirements of the National Historic Preservation Action Section 106, National Historic Preservation Act Section 106 consultations, and specialized studies. This person shall also have four (4) years full-time professional experience working as project manager for historical architecture studies, surveys, GIS data, organizing projects, and coordinating with other environmental media areas. This person shall be experienced in the evaluation of properties in accordance with criteria for the National Register of Historic Places and be well-versed in federal historic preservation laws. This person shall have demonstrated ability to write reports on historic architecture, NEPA documents, and documents associated with the requirements of the National Historic Preservation Act Section 106. This person shall also have demonstrated ability to manage and implement research design and sampling strategies, make strategic and professional decision in the field, and have oral and written communication skills as evidenced by his/her completed technical reports/publications. This person shall be an employee of the Prime firm or a subcontractor. This person will provide historical architecture direction in the field, execution of historical architecture document development, and shall oversee all historical architecture field work, GIS data, statistical analysis, and shall oversee the analysis and interpretation of data and present synthesis of findings in a written report/document during performance of work. This person shall also provide overall quality control of historic architecture work performed and ensure that associated deliverables meet or exceed professional standards. GIS Specialist � This person must have a Bachelor�s Degree or higher preferably in geographic information systems, geography, cartography, computer science, information systems management, planning, or engineering. This person shall be responsible to ensure the electronic product meets the scope of work and is compatible with Government systems.� This person shall be able to demonstrate experience with GIS data organization; geodatabase development, query, maintenance, and troubleshooting; geospatial analyses; ability to utilize, import, and maximize the accuracy of data from a variety of GPS data sources (e.g., Terrasync, smart phone maps, Garmin, Trimble); import surveyor information and latitudinal-longitudinal information into GIS; ability to work with ERDAS, AutoCAD, or other locational information software and transfer files between different locational information software types; and ability to collect GPS data safely in a variety of settings including forests, steep slopes, and adverse weather conditions. This person shall have certified training and professional experience in creating and maintaining geographic information systems that are compatible with the current version of ArcGIS utilized by the Government, as well as experience preparing maps for NEPA environmental documents. Submission Requirements: SF330, Part I, Section E and G. Provide a brief but complete resume as instructed in Section E for each proposed key personnel who will participate significantly in the work required for this contract. Maximum of two (2) single-sided or one (1) double-sided page. Submit one resume for each key personnel, with the exception of the Project Managers/Senior Planners for which a firm shall submit a minimum of three (3) and a maximum of five (5) key personnel. Should the SF330 submit more than one resume for each of the other key personnel, only the first will be evaluated. All others will be disregarded. Each resume shall include a maximum of five (5) projects that were completed or substantially completed within the past seven (7) years that best illustrate the individual�s experience in recent relevant projects as defined in this synopsis. For biologists, identify the threatened or endangered species for which the individual possesses U.S. Fish and Wildlife Service survey permits, and describe experience surveying plant and animal species in Hawaii, Japan, and other Pacific islands. Provide resumes only for those key personnel who will actually perform work under the proposed contract. Complete Section G as instructed to indicate key personnel participation in the projects submitted for evaluation in Criterion 1. Key personnel identified under this criterion shall also be shown with their roles on the Organizational Chart provided under Section D. Criterion 3-��� Quality Control Program (SF330, Part I, Section H): Basis of Evaluation: SF330s will be evaluated on the demonstrated effectiveness of the firm�s quality control program used to ensure completeness, objectivity, technical accuracy, and sufficiency of the work performed and deliverables prepared. During performance of work, all aspects of the quality control program shall be made available for Government inspection upon request.� Submission Requirements: SF330, Part I, Section H. Describe your quality control program including an example of how the program has worked successfully for each of the projects submitted under Criterion 1. Describe your firm�s quality control organization structure and list personnel responsible for each phase of the quality control process. Describe how you intend to track review comments and resolution of issues, risks, and guidance identified during the performance of work. Describe the methodology that will be used to eliminate errors and inconsistencies between entities involved in the performance of work. Describe the processes and tools that will be used for the identification, evaluation, and incorporation of applicable lessons learned during performance of work. Criterion 4-��� Capacity to Accomplish Work and Ability to Accomplish Multiple Projects Concurrently (SF330, Part I, Section H): Basis of Evaluation: The SF330 shall describe the firm�s capability and capacity to deliver on-schedule products similar to the type of the tasks described in this synopsis. SF330s shall demonstrate the firm�s ability to handle at least five (5) projects totaling a minimum of $1,500,000.00 at multiple locations concurrently. The SF330 shall also identify the proposed location(s) of its offices, key personnel at those offices, describe how this organization will be advantageous to the Government, and provide a detailed description of the organizational structure and how it will function.� Submission Requirements: SF330, Part 1, Section H. Describe the firm�s ability to successfully complete multiple large and small task orders concurrently using the criteria above.
