Description
The Defense Logistics Agency J7 Acquisition Operations Office in New Cumberland, Pennsylvania intends to issue Solicitation SP3300-22-R-5004 to I B Logistics LLC; 8144 Waynesboro Way, Waynesville, OH 45068 on a sole source basis for support services for its transportation processes, and to achieve DoD Financial Improvement and Audit Remediation (FIAR) goals for DLA transportation. Support services are required to maintain DLA�s use of the Third Party Payment System (TPPS) and Tracker Lite, to develop and generate reports and capabilities for use in DLA controls over its transportation processes, and to assist DLA in generating the amounts used in its Financial Statements for transportation obligations and expenses. The Contractor shall provide analysis and support including: Identification and elimination of root causes of data issues utilizing various systems; collection and analysis of transportation related data from shipping systems and U.S. Bank�s Syncada system; TPPS maintenance and system analysis support; financial analysis and special studies for commercial and Working Capital Fund TFM processes; research to identify incorrect and unauthorized use of funds; perform updates needed to LTS/Tracker Lite; financial execution data visibility; documentation for financial statement audits; and audit support as required. Tracker Lite was developed for the Air Force Material Command in 2007 by I B Logistics LLC to serve as a web-based tool to validate and ensure funds availability of appropriate funds for commercial shipments. Since the Tracker Lite application was developed specifically for the Air Force, it is considered a Government-Off-The-Shelf (GOTS) application, and therefore, qualified support and maintenance capabilities are limited to the actual developer, I B Logistics LLC. The resultant contract from this requirements synopsis will provide for support services for a base period of one year and two one-year option periods exercised at the Government's discretion. The primary place of performance for Contractor resources shall be at the Contractor's facility. The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this sole source determination received within fifteen days after the date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This synopsis is for informational purposes only and for the benefit of potential subcontractors. Companies interested in subcontracting opportunities should contact I B Logistics LLC directly.
