- AMENDMENT 0001 ISSUED TO UPDATE SITE VISIT DATE. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ).� The solicitation number is 12405B22Q0251.� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. This requirement is solicited as a total small business set aside.� The associated North American Industrial Classification System (NAICS) code is 238220 and the small business size standard is $16.5M. � The U.S. Department of Agriculture (USDA), Agriculture Research Service (ARS), Fruit & Tree Nut Research Laboratory, Byron, GA location has a requirement for replacing existing Boiler and Air Handler Unit in its entirety with a same capacity but more efficient and a state-of-the-art system in Building 6 � North Headhouse.� Work is to be performed in strict accordance as described in attached Statement of Work (SOW). Delivery and Installation Address: USDA/ARS/SEA, Fruit & Tree Nut Research Laboratory 21 Dunbar Road Byron, GA 31008 Site Visit.� Contractors are encouraged to visit and inspect the�site where services are to be performed while being escorted by a government representative.� In no event shall failure to inspect the�site�constitute grounds for a claim after contract award.� Site Visit is scheduled for Thursday, July 28, 2022 at 10:00 a.m. Eastern Time (ET).� Point of Contact:� William Rengstorf, Phone:� (478) 297-9040, Email:� william.rengstorf@usda.gov.� � � � � � � � � � � � � � � � � � � � � � � � � � Submission of offers. In order to be considered for award Offerors shall provide: One (1) original fully completed and signed SF1442 Offer page, acknowledgment of all SF30 amendments completing blocks 15a, b, and c of the Amendment and attaching to the SF1442 Offer page Quotation on company letterhead detailing the item description, unit price per item, discounts for trade-ins, shipping/handling/delivery costs, total price valid for at least 60 days after receipt of quotation.� The detailed quotation shall be presented in a MS Excel spreadsheet that is fully functional with formulas intact for ARS analysis of the quotation. The quotation shall be submitted in MS Word. Neither type of documents will be password projected.� FAR 52.212-3, Offeror Representations and Certification - Commercial Items; The representation and Certification section must be completed electronically in the System for Award Management (SAM) website at www.sam.gov. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer.� Quotations should be emailed only to Monte Jordan at monte.jordan@usda.gov by Monday, August 15, 2022, no later than 3:00 p.m. Central Time (CT).� All questions pertaining to this solicitation must contain reference to the solicitation number and must be submitted in writing only via email to monte.jordan@usda.gov on or before Thursday, July 28, 2022, no later than 4:00 p.m. Central Time (CT).� No telephone inquiries will be accepted. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quotation conforms to the specifications that will be the most advantageous to the Government.� Quotations will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quotation meets the lowest price technically acceptable evaluation methodology.
