- The Office of Procurement Operations (OPO) on behalf of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) hereby issues this notice of intent to award a sole source procurement.� DHS OPO intends to solicit and award a sole source contract to Open Geospatial Consortium located at 2300 Wilson Blvd. Ste 700 #1026, Arlington, VA 22201.� This is a notice of intent to solicit and award a sole source contract under the authority of FAR 13.501(a) Sole Source Acquisitions. Summary of the requirement Background The Open Geospatial Consortium (OGC) was founded in 1994 to make geographic information an integral part of the world�s information infrastructure. OGC members � technology providers and technology users � collaboratively develop open interface standards and associated encoding standards, and also best practices, that enable developers to create information systems that can easily exchange �geospatial� information and instructions with other information systems. Requirements range from complex scheduling and control of Earth observation satellites to displaying simple map images on the Web and encoding location in just a few bytes for geo-tagging and messaging. Membership in this group provides support to and participation in the development of standards that are required by DHS Components. The OGC is a standard development organization focused on geospatial and location-based information that are critical information requirements for Homeland Security and Emergency Management missions.� DHS also needs to vote in critical Geospatial Standards so that its mission needs can be covered. Scope The scope of Strategic membership covers voting participation by DHS representatives in the OGC Planning Committee, representation in the Strategic Membership Advisory Committee, voting rights in all OGC standards working groups, 20 registrations to member meetings, 75% discount on compliance fees, 40 dedicated senior staff hours, and support for OGC Innovation activities in the areas of Climate Change and Disaster Response. Place of Performance: The primary place of performance will be at contractor facilities. Period of Performance: �3 years after date of award. Market research was performed and supports the sole source determination. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and is not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. �Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis.
