Description
Lease Opportunity - Vacant Land for the purpose of constructing, operating, and maintaining wireless cellular telecommunication equipment. Notice of Availability � Request for Interest: �Vandenberg Space Force Base, California has a Land lease opportunity of approx. 0.2 acres more or less of land for use solely for the purposes of locating, constructing, operating, and maintaining cellular wireless telecommunication equipment. This notice is to solicit interest for a lease of land to be used for antenna space and support equipment to meet Vandenberg SFB cellular communications requirements. Summary of the outgrant terms and conditions: Lease period will be for a term of five (5) years. Cost of Property lease will be at a minimum equal to fair market value rent per year. Grantee must meet all conditions in the attached lease template (Attachment 1). Lease will be at no cost to the United States Air Force, or Federal Government. Grantee will be responsible for all administrative associated lease costs. Grantee will also be responsible for all costs associated with conducting a fair market value appraisal, surveys and preparation of an environmental baseline survey. The system will be designed, constructed and operated at no cost to the United States Air Force, or Federal Government. The approved system will adhere to facility excellence standards for aesthetics and be capable of supporting future cellular technology upgrades without the need for additional construction. The provider will agree to allow additional FCC licensed carriers to utilize the system to transmit and receive those carriers' signals.� If this increased capacity results from the sublease of space and/or telecommunication services to other commercial carriers, the Lessee shall provide the Government, as Additional Rent, sixty-five (65) percent of the sublease compensation. The details of all equipment must be reviewed by the 30th Communications Squadron, 30th Civil Engineer Squadron and the Space Launch Delta 30 Safety Office. Grantee will be responsible for all costs associated with an Electromagnetic Environmental Effects Analysis by the Defense Information Systems Agency Defense Spectrum Organization Joint Spectrum Center. At the completion of the lease, grantor has complete discretion in granting a renewal and can consider, by way of example and not by way of limitation, the past practices of grantee on the Installation, the timeliness of grantee's request for renewal relative to requests by other entities for similar leases and the changing communications requirements of the government. The Government requests interested parties submit a statement of interest and currently capability to meet Vandenberg cellular wireless telecommunication needs.� The Government will review information submitted in response to this RFI to determine interest and capability for a potential lease agreement for antenna space on Vandenberg SFB, CA. The Government will not reimburse the costs of preparing responses to this RFI. NOTE:� The site is currently occupied by a Wireless Cellular telecommunication provider, said provider shall be solely responsible for the reuse, disposal or removal of all existing property and equipment on the site. Responses to this RFI are preferred via e-mail and should be received not Later than 4 PM Pacific Daylight Time on 22 Aug 2022.
