- Modification 1: The purpose of this modification is change the site visit information.� Please see below. The site visit is�set for a 1.5 day window of opportunity for bidders to visit the office and do a walk thru. The contact Dan Collis will� be there August 8th at noon till 5pm, and all day on the 9th (8-5). See below Site Visit information for his contact information. ************************************** This procurement is a total small business set-aside. The associated NAICS code is 236220. The small business size standard is $39.5M. Please review all attached documents for complete details Magnitude of Work: Between $25,000 and $100,000 For a site visit: Site visits may be arranged during normal duty hours by contacting: Name:� Mike Festino, local contact or Dan Collis Email Address:� mike.festino@noaa.gov or dan.collis@noaa.gov Telephone:� 205-664-5648, Extension 260 or 404-556-6274 Evaluation Criteria: CAR 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties. (2) Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated.� A contractor that has performed a site visit will be regarded with higher technical capability unless the contractor can provide a detailed technical approach write-up with their quote for the Government to consider in place of a site visit. (3) Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. (4) Price. The Government intends to award a trade-off, best value, firm fixed price purchase order on an all or none basis with payment terms of Net 30. All Bidders are strongly encouraged to make a site visit to inspect all proposed work and to acquire all necessary site information to properly prepare their Quote. Failure of the Contractor to visit the site and acquire all necessary site information to properly prepare the quote shall not be acceptable cause to justify a later request for additional costs after Contract Award. Any questions that come up at the site visit must be provided to the CONTRACT SPECIALIST via email at Marilyn.Herrera@noaa.gov no later than August 2, 2022 at 4:00 p.m. MDT/MST.
