Description
THIS IS A PRE-SOLICITATION NOTICE/SYNOPSIS:� In accordance with FAR 6.302-1, Only One responsible source and No Other Supplies or Services Will Satisfy Agency Requirements, the Army Contracting Command-Detroit Arsenal (ACC-DTA) intends to issue a solicitation for a Service Life Extension Program (SLEP) on the High Mobility Engineer Excavator (HMEE-I) vehicles to JCB, Inc. of Pooler, GA.�The proposed action will result in a two-year, firm fixed price requirements contract.� The contractor shall be capable of furnishing all required to perform a SLEP effort on an estimated 45 Government furnished HMEE-I vehicles during the two-year contract period. The SLEP effort also includes converting HMEE-I vehicles to a HMEE-IV (Electric-Over-Hydraulic (EOH)) configuration and SLEP of Crew Protection Kits (CPK). The SLEP effort consists of two parts: 1) a Core Effort (Core) which includes only those tasks that are performed on each vehicle, and 2) an Additional Work Effort (AWE), which includes repair actions beyond the Core Effort which are unique to each individual vehicle based on its condition. In general, the purpose of this SLEP effort is to return the vehicles to a zero hours/zero miles condition. All contractors who provide goods/services to the Department of Defense (DoD) must be registered on the System for Award Management (SAM) website. You may register via the Internet at https://www.sam.gov/portal/public/SAM/. Further information may be obtained through the internet at: http://www.acq.osd.mil/faq.html.� CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders� mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.� This is a notice of intent, not a request for competitive proposals, or a solicitation of offers. However, all responsible sources may submit a capability statement, bid, proposal, or quotation, which shall be considered by the agency. A determination not to compete this proposed contract action, upon response to this notice, is solely within the discretion of the Government.
