- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 511210 with a small business size standard of $41.5M in average annual receipts. AFRL requires Global Knowledge Training LLC�s Federal Training Vouchers. The Government intends to negotiate a sole source contract with:��� � � GLOBAL KNOWLEDGE TRAINING LLC � � �9000 Regency PKWY STE 400 � � Cary, North Carolina 27518-8520 The Government has determined that no other source has commercial offerings that can meet this requirement. The Government requires training vouchers in support of �United States Air Force Central Command (AFCENT). The AFCENT Network Operations and Security Center (NOSC) is accountable for sustaining and improving network availability, reliability, and resiliency while reducing operational costs. In order to achieve these goals the AFCENT NOSC uses a staff of knowledgeable and trained information systems personnel to provide real-time network and systems monitoring in support of AFCENT networks and all locations. The training provided for the personnel must be highly effective and efficient. The training must provide a broad range of topics and capabilities to include certifications and accredited topics as required. In order to stay prepared, sustain and improve network availability and reliability, the training vouchers are required. Vouchers are to last one year and can be redeemed for various types of IT training. This allows AFCENT NOSC to schedule training based upon the type and time table of ever changing training requirements. This also provides the ability to perform just-in-time training that is necessary prior to deploying new systems to the AOR. Under the contemplated contract Global Knowledge Training LLC will provide 129 courses/vouchers. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2022. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
