Description
This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� The solicitation number W9132T22Q0053 is being issued as a request for quotation (RFQ). This requirement is a total set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 511210 � Software Publishers was determined to best represent this requirement.� The U.S. Army Engineer Research and Development Center (ERDC), Cold Engineering Research Laboratory (CERL)�s Land and Heritage Conservation Branch in Champaign, IL has a requirement for an aggregated data system to support their Virtual Testbed for Installation Mission Effectiveness (VTIME) project. CERL seeks publicly available data that presents issues of concern in the vicinity of Army installations for reporting purposes as well as for fusing, analyzing, and visualizing spatio-temporal trends. Broadly, this request seeks proposed solutions that offer publicly reported security incidents and other events that may merit alert/notification to emergency and force protection services on U.S. military installations worldwide. Product Specifications: The Contractor shall provide a solution that is capable of producing datasets of any piece of information that would merit the attention of installation personnel such as the directorate of emergency services (DES), Garrison Commander, staff and personnel, event organizers, tenant units, or families and other persons on the installation. �As such, the requested data shall include:� (1) human-caused events; and (2) natural hazard events.� These categories of data may include, but do not need to be limited to, crime, population disturbances, transportation incidents, anomalous behavior towards people and infrastructure, riots or demonstrations, notable public social media interactions, cybersecurity developments, hazardous weather, biological and chemical hazards, risks to installation infrastructure, water supplies and energy lines, and terrain disturbances.� Please reference the attached RFQ for instructions and applicable provisions and clauses. �Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable proposal, the price of which may not be the lowest. The proposing offeror shall carefully review Section C, Purchase Description (PD) of the attached RFQ to ensure their proposed solutions comply with required standards. The Government encourages all proposers to direct questions regarding these documents to the listed Contracting POC prior to submission of the Contractor�s proposal so that the Contracting Office and Technical POC for this requirement can provide clarifications.
