- Page 8 of 8 VETERANS AFFAIRS MEDICAL CENTER, PHILADELPHIA, PA REQUEST FOR SF 330 The Philadelphia Department of Veterans Affairs Medical Center located at 3900 Woodland Avenue is seeking professional Architect and Engineering (A&E) services for an A/E IDIQ-Minimum Guarantee contract for the Philadelphia Veterans Affairs Medical Center (VAMC). This announcement is being issued in accordance with the Selection of Architects and Engineering firms (Public Law 92-582) and implemented in the Federal Acquisitions Regulations (FAR) Part 36. Architectural and Engineering (A&E) firms permitted by law to practice the professions of architecture or engineering are requested to send two copies of an SF 330 (8/2016 Edition) and CD from qualified and eligible firms classified as 100% SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS CONCERNS. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. THIS IS NOT A REQUEST FOR PROPOSAL and an award will not be made with this announcement. This announcement is a request for SF 330s from qualified firms that meet the professional and set aside requirements listed in this announcement. Responses must be submitted by July 30th, 2022 by 9:00 AM Eastern Standard Time (EST). VA assumes no responsibility for any costs incurred associated with the preparation of responses. The Government will not pay, nor reimburse, any costs associated with responding to this announcement. The Government is under no obligation to award a contract as a result of this announcement. A&E firms will be selected based on demonstrated competence and qualifications for the required work. Approximately three (3) Service-Disabled Veteran Owned Small Business (SDVOSB) AE firms will be awarded a contract. The Government intends to award one contract to each of the three (3) highest rated firms. The specific projects will be determined at the Government s discretion. All questions are to be submitted via email to Kaitlyn.deWit@va.gov by July 30th, 2022 by 9:00 AM EST. EVALUATION FACTORS The Architect and Engineer selection process will be in two phases. Preliminary Evaluation (Phase I) and Final Evaluation (Phase II). PHASE I OF THE SELECTION PROCESS Phase I of the selection procedure will include narrowing of all received proposals to approximately ten (10) firms using the following factors: Factor 1: Professional qualifications and Experience of Key Personnel: The information provided in sections C through E of the SF330 will be used to evaluate this factor. Do not include this information in section H, unless it is pertinent to support the information listed in the other sections. Professional qualifications necessary for satisfactory performance of required service. The design firm and A-E on staff representing the project or signing drawings in each discipline must be licensed to practice in any one of the United States of America. Provide Professional License numbers and/or proof of Licensure. The evaluation of resumes shall consider the specific experience and qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm as full-time employees) of personnel proposed for assignment to the project when evaluating professional qualifications. The lead designer in each discipline must be registered but does not have to be registered in the state where the project is located. Resumes are limited to one page each and should cite project-specific experience and indicate proposed role in this contract. Key positions and disciplines required for this project include, but are not limited to: Project Manager, Registered Communications Distribution Designer (RCDD), Electrical Engineer, Architect, Cost Estimator, Civil Engineer, Fire Protection Engineer, Mechanical Engineer, Quality Assurance, Structural Engineer, and Physical Security Specialist. Make sure the above roles are included, at a minimum, in the Organizational Chart on Section D. Factor 2: Capacity: Capacity to accomplish work in the required time. The evaluation will consider the firm s overall ability to meet the schedule of the project, as well as the available capacity of key disciplines to perform the work in the required time. The information for this factor shall be provided in Section H of the SF330. Please ensure the capacity applies toward the team/personnel provided in the SF330. Please provide a table to demonstrate the available capacity of each of the Key Personnel identified in Section E to include prime firm and sub-contractor personnel. At a minimum ensure that the table includes the following: Name, Firm, Role in project and Percentage of available capacity to take on new work. Provide all projects awarded by the VA during the previous 12 months (from the date of the SF330 submission) to include the following, Project name, Location, Award date, Completion percentage, and Expected completion date for the prime firm and all sub-contractors. The number of EHRM projects a firm currently has will be taken into consideration. Provide the full potential value of any current indefinite delivery contracts. Provide the dollar value of work completed for the Prime firm last year and (separately) the dollar value of work completed for each individual sub-contractor that is a part of the proposed project team. Information must be provided for the prime and sub firms. The number of EHRM projects a firm currently has and their completion percentages will be taken into consideration. Factor 3: Specialized Experience: The information provided in sections F and G of the SF330 will be used to evaluate this factor. Do not include this information in section H, unless it is pertinent to support the information listed in the other sections. Specialized experience and technical competence in the design and construction period services provided for projects similar in size, scope, and complexity. Any provided past performance information on projects should include relevant work with Hospitals, Infrastructure upgrades, Civil, Architectural, Mechanical, Structural, Electrical, new construction tying into existing facilities, scope related renovations, and physical security upgrades or installation. Include no more than six Government and/or private experience projects. Any projects submitted that exceed the limit will not be considered during the evaluation. The evaluation will consider the management approach, coordination of disciplines and subcontractors, quality control procedures, prior experience of the prime firm and any key subcontractors working together on relevant projects, and familiarity with VA Design Guides/Manuals, Master Specifications, and other applicable standards. All projects provided in the SF330 must be completed by a firm, office, branch, or individual team member proposed to perform work under this contract. Factor 4: Past Performance: The information for this factor shall be provided in Section H of the SF330. If there is no CPARS data available, Past Performance Questionnaires (PPQs) will be accepted. Please utilize the attached PPQ document. Completed PPQs must be incorporated into the SF330 submission Past performance on contracts with Government agencies and/or private industry in terms of cost control, quality of work, and compliance with performance schedules. The past performance will be evaluated for all projects provided in section F, to include a review of Contractor Performance Assessment Reporting System (CPARS) ratings. Provide performance reports for all projects submitted in section F and include the following information for each project: contract/task order number, project title, prime firm, start date, and completion date. Evaluations may also include additional performance-related information from the firm, customer inquiries, Government databases, publicly available sources, additional projects in CPARS, and other information available to the Government, including communications with points of contact in other criteria. Evaluations will consider superior performance ratings on recently completed VA projects as well as the reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Also, consider, as appropriate, the record of significant claims against the firm because of improper or incomplete architectural and engineering services. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. All projects provided in the SF330 must be completed by a firm, office, branch, or individual team member proposed to perform work under this contract. Factor 5: Locality: Knowledge of the locality. The information for this factor shall be provided in Section H of the SF330. Note that the intent of this factor is to showcase a firm s understanding of the site and locality, and not where the firm is located and how they would travel to the site. Information related to the firm s location shall be provided in section H, under Secondary Selection Criteria Factor 1 - Geographic Location. May include the following: Demonstrate and describe specific knowledge of certain local conditions or project site features, such as geological features, climatic conditions, local construction methods, or local laws and regulations. Soil conditions related to trenching or digging required (if applicable) Experience at the VAMC and/or VISN, this should include the experience of both the prime and sub Knowledge of specific state or local codes, laws, or regulations Approach to addressing unique climate conditions Geological conditions such as seismic (if applicable) Factor 6: Use Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, and other types of small business The contractor shall provide a summary identifying the extent to which it commits to the use of service-disabled Veteran-owned small businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors. Proposed subcontractors shall be identified by business type, DUNS number and percentage of work to be performed. Factor 7: Construction Period Services: The information for this factor shall be provided in Section H of the SF330. Describe your firm s approach to providing construction period services, to include professional field inspections during the construction period; review of construction submittals; support in answering requests for information (RFIs) during the construction period; support of construction contract changes to include drafting statements of work and cost estimates; attendance at weekly conference calls; providing minutes of meetings between the A-E, VA, and contractors; pre-final inspection site visits; generation of punch-list reports; and production of as-built documentation. List project examples to demonstrate experience with construction period services. TENTATIVE STATEMENT OF WORK OVERVIEW General Scope The A-E shall perform the following general scope requirement: Architect-Engineer (A-E) services are required to provide completed detailed design for maintenance, repair, alteration and new construction projects. These projects will require multi-disciplinary engineering services for commercial, industrial, and health care type facilities. The Architect-Engineer (A-E) shall provide professional and non-professional Architectural and Engineering support services for projects assigned to the Philadelphia, PA VA Medical center (CMCVAMC). The A-E shall furnish the required personnel, management, facilities, supplies, equipment, instruments, transportation, materials (other than those furnished by the Government as hereinafter provided or in individual task orders), and other items and services as necessary to accomplish the required services and provide the Government reports and other data together with supporting material developed during the period of performance. During execution of the work, the A-E shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and timely progress of the work. The general A-E services will be for the Philadelphia, PA area. DESCRIPTION OF WORK General Description This Statement of Work (SOW) sets forth the general requirements for the performance of various services required under the Contract. Multi-disciplined A-E services are required for design of various CMCVAMC buildings, structures and facilities. Specific disciplines are, but not limited to, as follows: General architectural services Interior design, space planning and systems furniture integration Electrical engineering Civil engineering Structural engineering (to include seismic design) Mechanical engineering Geotechnical Elevator design (also dumbwaiters and transport systems including recommendations for type, cost and location of all transport modes and terminals) Environmental (NEPA assessment and compliance) Sustainable design and green construction (e.g. LEED, Green Globes (GG), guiding principles compliance (GPC)) Energy engineering, analysis and modelling Surveying Compliance inspections A-E studies, surveys, and designs A-E services with historic impact Historic preservation assessment, restoration and rehabilitation (including exterior envelope and interior spaces). SHPO compliance. Landscape/site design and improvement Landscape preservation and adaptive use Fire and life safety engineering Security enhancements and assessments, security system design Feasibility studies Preparation of Contract documents Post-construction Contract services Construction inspection services Master planning Space Control report of the total gross area(s) of the facility Phasing Planning for Construction (including making recommendations concerning construction Contract arrangements and scheduling that will be advantageous to the VA in terms of cost and timing) Communications Construction phasing and scheduling planning Cost estimates Cost engineering (i.e. life cycle cost analysis (LCCA), ROI analysis, savings to investment ratio (SIR) analysis) Value engineering Administrative coordination and integration of the various disciplines involved Construction phase services and computer aided design (CAD) documentation including building information modeling (BIM) Building Commissioning and Commissioning Planning Industrial Hygienist (asbestos surveying, abatement, etc.). End of Document PROJECT NO. 642-22-705QB / 642-22-705GD / 642-22-705GF / 642-22-705QA ARCHITECT-ENGINEER DESIGN STATEMENT OF WORK A/E Part One Services (Design Phase Services) A/E Part One Services for this design project includes site visits, field investigations, studies, and user interviews to prepare drawings, specifications, and cost estimates for all facets of work and disciplines/trades to facilitate a construction project to upgrade the facility infrastructure to support the new EHRM system in accordance with VA OEHRM Site Infrastructure Requirements (SOW Attachment 02). The A/E firm shall have licensed professional architects/engineers for each engineering, safety, and architectural discipline. Each professional discipline shall be separately designed and sealed by the respective A/E. All design work shall be coordinated by the prime A/E, who shall be responsible for all field investigation, site surveys, measurements, and engineering design calculations. The general project scope includes all labor, materials, and equipment necessary to include, but is not limited to, the following: Site visits as required to determine existing as-built conditions affecting this project and field verify all dimensions required for the project. Site Investigations shall include, but are not limited to, architectural, structural, mechanical, fire and life safety, electrical, IT, building management system interfaces, physical security, and environmental investigations. A/E shall survey existing conditions including areas above, below, and adjacent to the work sites that will be affected by the project. Existing building systems shall always remain operational during site investigations. A hazardous material survey shall be conducted as needed (including sampling and testing for asbestos, lead-based paint, and other hazardous materials) within the project areas. The A/E shall incorporate hazardous materials abatement into Construction Documents. Permit-required confined space entry may be necessary for site investigations. Coordinate with the VA Safety Office and Facility Management Service (FMS) to conduct permit-required confined space entry. Review and incorporate available as-built drawings and records as part of the design process. Information including drawings and other documentation provided to the A/E is to be used as reference only. AutoCAD background drawings (if existing) will be provided by the VA. Actual as-built conditions shall be verified by the A/E. Report any deviation between as-built records and actual conditions to the VA COR. Attend programming and design meetings with VA Staff (following Notice to Proceed, at 10% basis of design, at 35% design, at 65% design, at 95% design, and at Bid Set). A scoping meeting will be scheduled following the completion to site investigations and the A/E will present recommendations related to the project scope to VA Staff. Collaborate with VA Staff to conduct a Pre-Construction Risk Assessment / Infection Control Risk Assessment (ICRA) to determine the requirements for Infection Control, Interim Life Safety Measures, occupational safety and health, patient and public safety, security controls for physical and logical access, environmental controls, and limitations on vibration noise and disruptions to operations and utilities. The results of these assessments will be incorporated as part of construction documents. Provide project phases and work schedules to maintain continuous building/clinic operations, minimize disruptions to patient care, and minimize or eliminate service outages. The A/E shall establish work hours as a part of the work/phasing plan during 1st design meeting with the VA, which may require after hours or weekend work. The VA COR shall review and approve the work/phasing plan. Collaborate with VA Staff to ensure design and construction work is coordinated with other VA projects and operations. Collaborate with VA Staff to include bid deducts in the construction documents. Compile with VA patient privacy standards and HIPAA regulations. Submission schedule for plans, specifications, and estimates will be 10% (Basis of Design), 35% (Schematic Design), 65% (Design Development), 95% (Construction Documents), and Final Bid Documents / Construction Documents. Provide a design narrative / analysis for each technical discipline which describes the intent of each disciple with the schematic and design development submission. The Construction Documents will be deemed ready for bidding after acceptance by the VA FMS staff. Provide construction cost estimates with each scheduled submission. The Department of Veterans Affairs has a mandatory requirement for 3rd Party Life / Fire Safety Reviews when plans reach 50% and 95% completion. Incorporate all findings from the 3rd Party Review in the design. Projects shall be NFPA code compliant prior to moving forward. Quality Assurance / Quality Control (QA/QC): The A/E shall ensure that the project plans and specifications go through a rigorous review and coordination effort. The A/E shall submit a detailed QA/QC Plan two weeks after receipt of the Notice to Proceed that describes each step that will be taken during the development of the various design phases. Provide Construction Period Services including shop drawing and submittal review and RFI review and response. Provide approvals and recommendations to VA FMS staff. Conduct weekly construction site visits and conduct weekly progress meetings with the Construction Contractor, VA FMS staff, and VA Contracting Office Staff. Written meeting notes and field reports will be required. Provide commissioning of building systems / components in accordance with VA Directives and Guidance including all commissioning plan, inclusion of requirements in construction documents, verification of installation, and performance of commissioned systems. An Accident Hazard Analysis associated with infection control will be performed by the A/E and VHA COR in accordance with FGI Guidelines [i.e. Infection Control Risk Assessment (ICRA)] and American Society for Healthcare Engineering (ASHE) procedures. The approved ICRA shall be reviewed and approved by the VA COR and infection control specialist and posted at the work site. The A/E shall ensure all design requirements from the VA Office of Electronic Healthcare Modernization Site Infrastructure and End User Device Requirements (SIEUDR), Infrastructure Standard for Telecommunications Spaces (ISTS), and Physical Security and Resiliency Design Manual (PSRDM) are met and support a complete and operable installation for the following infrastructure improvements, as necessary, to meet the listed requirements: Reconfiguration, expansion, and renovation of existing space required for EHRM infrastructure upgrades including, but not limited to, demolition, new construction, new finishes, and cabling. Space reconfiguration, expansion, or relocation shall meet a minimum of: 100 ft2 (SF) or 10 x 10 for each telecommunication room (TR) to support the installation of two (2) IT cabinets (racks). Room dimensions shall be increased by 20 SF for any additional racks Additional TRs when data outlet horizontal distances exceed 295 ft Additional TRs when floor area exceeds 10,000 SF Additional TRs for each floor IT racks sized at 2 -0 wide x 4 -0 deep x 7 -6 high with 11U of usable space. Power and electrical requirements UPS requirements are for IT equipment only. All IT equipment in the TR shall be connected to and supported by the UPS. All UPS units supporting IT infrastructure shall be functional and maintain a 10-minute run-time. UPS shall be managed and report the following information to a management system: Overload Battery Temperature High Battery Charge Low Battery Failure Critical Condition (fan failure, low output voltage, etc.) UPS shall support both monitoring and remote management to include full compliance with RFC-1628 UPS Management Information Base Support for Simple Network Management Protocol (SNMP) v3.0, BaCnet, and Modbus protocols. UPS shall be connected to a monitoring system by Ethernet (wired or wireless) or serial interface (RS-232 or RS-485). All units within one (1) year of end of life by the facility actual activation date shall be replaced with new units. End of Life for stand-alone units assumed to be six (6) years from date placed into service. End of Life for UPS batteries assumed to be three (3) years from date replaced. Upstream bonding requirements to the Secondary Bonding Busbar or Primary Bonding Busbar must use two lugs. Bonding for telecommunications equipment must be performed per manufacturer's specifications. All grounding shall comply with ANSI/NECA/BICSI 607-C, Generic Telecommunications Bonding and Grounding (Earthing) for Customer Premises, November 2015. Local Area Network (LAN) communication infrastructure requirements Horizontal cabling shall be Category 6 (Cat6) or higher [American National Standards Institute (ANSI)/Technology Industries Association (TIA)-1179 Healthcare Facility Telecommunications Infrastructure]. Telecommunications outlets/connectors and the horizontal cross-connects (patch panels) shall be of equal or greater Category to connected horizontal cable. Installation shall be compliant with the BICSI standards (ANSI/NECA/BICSI 568, Standard for Installing Commercial Building Telecommunications Cabling and ANSI/TIA-1179-A Healthcare Facility Telecommunications Infrastructure for new installations). New cable installations additionally shall be compliant with TIA 568.2-D, TIA TSB-184-A, and NFPA-70 Section 725.144 to prevent PoE heat accumulation. Provide certification reports to the COR. Alternatively, new UTP cabling shall carry a UL listed ""LP"" (Limited Power) rating. Cat6A cable shall be terminated to a CAT6A RJ-45 patch panel in the TR and CAT6A RJ-45 jack at wall plate and labeled at both ends. Use a cable analyzer to determine cable length (max cable length 90M/295 linear feet) and certify that cable meets or exceeds TIA-EIA-568-C.2. Cables shall be installed in continuous lengths from origin to destination, no splices with a 1 service loop. All patch cables shall be Category 6A for copper, OM4 for multi-mode fiber or OS2 level for single mode fiber. Cable management shall be implemented for all patch cables in accordance with the latest version of Infrastructure Standard for Telecommunications Spaces, ensuring proper bend radius, bundling, airflow, support, and labeling. 1 GbE connectivity to desktops, and other End User Devices. Provide additional data drops and network ports in Telecommunication Rooms (TR) to support required network printers and medical devices per Cerner Current State Review (CSR). Copper structured cabling shall be certified as meeting or exceeding TIA-EIA-568.1-D (max fixed cable length 90M/295 linear feet) independent of media type. Heating, Ventilation, and Air Conditioning (HVAC) requirements HVAC installations to support dedicated cooling in accordance with the Infrastructure Standard for Telecommunication Spaces and the HVAC Design Manual, which includes, but is not limited to, new installations, upgraded systems, testing and balancing, new and upgraded ductwork (supply and returns), rack and space sensors, and BMS interfaces to manage and monitor temperature and humidity. AC supply temperature set points between 64°F to 81°F, rack inlet temperatures between 72°F to 80.6°F, and relative humidity between 30% to 60%. Temperature and humidity rack sensors shall be installed on populated rack(s) or within 6 feet of rack(s). Temperature and humidity sensors shall be connected to a monitoring system by Ethernet (wired or wireless) or serial interface (RS-232 or RS-485). The VA will interface this with TEMPTRAK. In areas where there are environmental issues (e.g., steam pipes, lack of ventilation, etc.), the use of thermal curtains and additional vents will be considered as a temporary alternative, not permanent resolution. Any existing temporary alternatives, such as thermal curtains and door vents, shall be corrected with an approved, engineered solution. Physical Security Design Requirements Physical security upgrades in accordance with 0730 Security and Law Enforcement Handbook, Appendix B, IT Telecomm/Data Connection Closets , necessary interfaces with existing security system, and in coordination with the VA Police. TR door/frame installations with hardware inclusive of electric strike and scramble keypad. TR doors shall include a mechanical spring loaded deadlocking feature (not separate deadbolt lock). The VA will provide and install proximity readers, an electronic Security Management System (SMS) with a Physical Access Control System (PACS), and Closed Caption Television (CCTV). TR security system shall be connected to a UPS or emergency backup power system. Facility programmable door controller shall be fully functional in a standalone status if connection to the SMS is lost. Once the connection is restored, the local door control system shall update the SMS, regarding all operations that occurred after the connection was interrupted. The SMS shall then update the local door control units to current operational function. A/E Part Two Services (Construction Period Services) A/E Part Two Services for this design project include responding to construction contractor Requests For Information (RFIs) during thesolicitation (solicitation support) and construction phases of the construction project; attendance at pre-bid, post-award, and commissioning kick off construction project conferences; review of construction material submittals and shop drawings; approximately 4 site visits per month during construction (both scheduled and emergent) to ensure compliance with the design drawings and specifications; preparation of site visit reports; coordination with project commissioning requirements (see Third-Party Commissioning under section 14); review of any construction project modifications for cost and technical acceptability; attendance and participation during the final acceptance inspection; preparation of the punch list; and preparation of record drawings of the completed construction project based on the construction contractor s as-built drawings. The A/E shall prepare a submittal log to be utilized by the VA during construction period services, maintain RFI log, and provide meeting minutes for weekly construction meetings throughout the duration of construction. All Part Two Services are optional line items and will not be exercised at the time of award. Review of contractor s submittals and shop drawings with recommendation to VA COR and CO. Reviews shall be returned to VA COR and CO within 15 calendar days of reception. If the scope of the required action is so extensive as to require more time, the A/E shall so notify the CO and COR, including information about the time needed to process the action. However, the A/E shall expedite delivery in every practicable way. Review of all contractors Requests For Information (RFIs) as required with recommendation provided to VA COR and CO. RFI response shall be provided to VA COR and CO within 7 calendar days of receipt.
