REQUEST FOR INFORMATION TITLE: ENLISTED CAREER INVESTMENT for PROFESSIONAL DEVELOPMENT � GLOBAL LEADERSHIP EMERGENCY ACTION MANAGEMENT (GLEAM) Agency/Office:� Department of Homeland Security / United States Coast Guard (USCG) Location: Commandant (CG-912), U.S. Coast Guard Headquarters Title:� Enlisted Career Investment for Professional Development � Global Leadership Emergency Action Management, an Education Degree for First Responders Description: This is a Request for Information. �This is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB) and does not serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for costs associated with preparation of their responses. The U.S.C.G. is conducting a Sources Sought Market Survey under NAICS code 611310 in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify which colleges and universities are available nationwide for partnership with the USCG and what support would be needed from the USCG for such institutions to grant credit leading to a bachelor�s degree in Global Leadership Emergency Action Management (See Attachment 1 RFI Requirements). Market Survey Questions: Have you partnered previously with military or government agencies to provide a similar degree program? Do you have experience working with Federal agencies? What is required of the Coast Guard to partner with your institution? What is a reasonable length of time to institute this potential degree program with your college / university? How many students can the program accommodate annually? Can you build the (GLEAM) program so tuition is comparable to the current tuition assistance cap? Does your college / university offer tutoring for struggling students?� Please include resources that are available to students. Can your learning platform accommodate a wide variety of students in the Coast Guard, to include those underway at sea? Is your college / university familiar with Coast Guard occupational rates, missions, and related credentials? How would the Coast Guard benefit by partnering with your institution?� 3.0 RFI RESPONSE INSTRUCTIONS Colleges/Universities having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this Sources Sought Notice. Responses to this Sources Sought Notice can be sent via e-mail to Steven.D.Powell@uscg.mil no later than the date identified within this notice.� Only electronic submissions will be accepted. Electronic files larger than 5 MB shall be broken down into multiple files with no one file exceeding 5 MB. Each electronic submission shall include: The RFI number in the subject line. Name of College/University, Address and DUNS/Unique Identifier, Point of Contact and Phone Number.� The POC shall be capable of addressing questions or issues associated with the submission and content of the RFI. Size Standard, NAICS Code, and set-aside, if applicable. A summary of email content, vendor name and mailing address Submission should include Capabilities Statement and responses to the Market Survey questions. Questions regarding this RFI may be forwarded to Steve Powell via email at Steven.D.Powell@uscg.mil. The deadline for submitting questions is 12:00 PM EST on August 9, 2022.� Information obtained as a result of this RFI may be used by the Government for program planning on a non-attribution basis.� Respondents should not include any information that might be considered proprietary or confidential. Interested parties having the expertise are invited to send their response to Steven Powell, Contract Specialist, Steven.D.Powell@uscg.mil by 12:00 PM Eastern Standard Time (EST) on August 23, 2022.� This special notice is for market research and planning purposes only.� It does not constitute a solicitation and shall not be construed as a commitment by the Government to award a contract from responses to this announcement.� Responses received will be treated as �information only� and will not be used as a proposal.� Any information submitted by interested parties is strictly voluntary, and no monetary compensation will be provided for response preparation.
